The BACN program has need for a Platform Integration Systems Engineer (PISE) with in-depth knowledge of aircraft systems, aircraft structures, and continued airworthiness for air vehicles that host Battlefield Airborne Communications Node (BACN) and other Northrop Grumman airborne products responsible to:
• Full-Time telework may considered for this role.
• Serve as liaison between the Company, the military customer, Designated Engineering Representatives (DER), Military certification authorities, and the Federal Aviation Administration (FAA) to maintain aircraft compliance with applicable military and civil regulations, including obtaining type / supplemental type certification, airworthiness approvals for flight / flight testing, and operational continued airworthiness.
• Coordinate and submit all type design data, analysis, plans and reports to the FAA and military authorities. Show compliance with the applicable FAA regulations (FARs) per the agreed USG contract and/or PSCP for each project.
• Generate and maintain a master platform integration schedule for each project. Schedule, lead or attend vendor Certification Board Meetings. Work to obtain FAA approvals as required under contract and correspond with FAA representatives and keep company management aware of status of projects pending FAA approval.
• Work closely with the operational sustainment quality organization to obtain successful completion of USAF / FAA Certification and audits.
• Work closely with USAF SPO and Flight Standards Agency (AFFS), unit level Aircrew Standardization and Evaluation (STAN/EVAL), for advisement of Safety of Flight, Airworthiness Directives, Advisory Wires, and Flight Manual changes.
• Manage the conformity process to include determination of items requiring conformity, writing and issuing the request for conformity, tracking the conformity progress for all projects, and statements of conformity.
• Advise company personnel of procedures and FAA by conferring with other members of the aviation industry and maintaining familiarity with current and evolving FARs and foreign airspace certification requirements.
Qualifications
Basic Qualifications:
• 8 Years with Bachelors in Science; 6 Years with Masters; 4 Years with PhD
• FAA issued Airframe & Powerplant license with at least 10 years experience
• Aviation Quality Assurance / Quality Control role with at least 10 years experience
• Candidate shall have experience performing at all levels of an air vehicle system life-cycle, specifically: aircraft production, structural assembly, system modification / integration, ground and flight testing, airworthiness certification, fielded operations and return to service activities.
• Experienced in crypto communication, Inmarsat, LINK 16, UHF SATCOM, and TCDL
• Candidate should have a thorough understanding of conformity reviews pursuant to FAA Form 8130-31, Statement of Conformity – Military Aircraft
• Candidate should have a working knowledge of USAF airworthiness certification processes such as development of Tailored Airworthiness Certification Criteria (TACC) and Modified Airworthiness Certification Criteria (MACC), and Military Commercial Derivative Aircraft (MCDA), FAA, such as: Order 8110.101A.
• Candidate should have experience communicating with civil and/or military Certification Branches (formerly Aircraft Certification Offices/ACOs, Certificate Management Sections (formerly Manufacturing & Inspection District Offices (MIDO)), Military Certification Branch (MCB) and USAF ASC/EN.
• Experience interacting with military personnel in OCONUS DoD operations
• Business/OCONUS travel will be greater than >50%
• Candidate must possess, or have the ability to obtain, a U.S. Passport for travel
• A current/active DoD secret clearance
Preferred Qualifications :
• FAA Inspection Authorization (IA) license endorsement
• Experience in a variety of DoD missionized aircraft, such as Global Hawk RQ-4 A/B (w/ BACN modifications), Mission Design Series (MDS) E-11A (Bombardier Global Express, XRS, Global 6000 baseline)
• Experience with Battlefield Airborne Communication Node (BACN) aircraft modifications, including payload rack installations, equipment and operations, platform systems, integration and ground and flight testing.
• Familiarity with ICAO and international airspace requirements, modern aerospace communications and navigation avionics
• Familiarity with U.S. DoD military airspace requirements and missionized avionics.
• Coordinate all certification activities with all applicable branches of the FAA and military. Generate and coordinate generation of reports to support certification activities such as airworthiness artifacts, Project Specific Certification Plan (PSCP), Test Reports, etc.
• Advise program management and engineering staff regarding aircraft production and retrofit, and especially the modification capabilities of aircraft subcontractors, and will act as aircraft technical liaison with subcontractors.
• Participate in proposals, including evaluating contractor and subcontractor proposals for airframe platform and system modifications, and related components.
• Have a thorough understanding of air vehicle instructions for continued airworthiness (ICA) and regulatory maintenance requirements.
• Have a thorough understanding of aircraft weight and balance computations and requirements for flight, to include USAF W&B requirements
• Have a working knowledge of the 14CFR Part 23 and Part 25 civil aircraft certification processes, such as initial Type Certification, Supplemental Type Certification (STC), Form 337 field approvals, 8130-9 Statement of Conformity
Salary Range: $124,900.00 - $187,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
