The Opportunity

Abt is seeking a Technical Lead for the anticipated five-year USAID-funded New Workforce Development Activity. The Activity will focus on strengthening both employer and employee capacity to respond to the structural changes in the labor market brought about by the war. The Activity will focus on equipping the Ukrainian people with job skills that are needed to drive inclusive economic growth, strengthen resilience and recovery, and increase modernization and EU integration over the coming decade. This will be an inclusive project emphasizing the integration of women, youth, veterans, and internally displaced persons (IDPs) into the labor force across a range of economic sectors.

As the Technical Lead for Private Sector Engagement, you will support the Chief of Party (COP) to identify and engage stakeholders in efforts to strengthen Ukraine’s workforce using private sector-led solutions. You will be responsible for developing the strategy and overseeing a work plan of activities designed to engage private sector employers in 1) rapidly upskilling and reskilling employees and prospective candidates for employment; 2) expanding participation in the workforce, including attracting and preparing women for work in non-traditional professions; and 3) adopting human resource strategies to foster inclusion, deliver psycho-social support, increase security, and promote professional growth.

You will ensure these activities remain on schedule with the approved workplan to meet or exceed project results. You will liaise with key stakeholders, including private sector, NGOs, universities, vocational training institutions, and key government entities. You will develop and compile quarterly and annual reports on relevant activities. This role requires previous experience working in Ukraine’s private sector.

Core Responsibilities

  • Provide technical leadership and oversight for Private Sector Engagement activities.

  • Design, develop, and implement sustainable initiatives with private sector and other stakeholders that increase recruitment, employment, and retention of Ukrainians in key sectors of the economy.

  • Build and advance productive working relationships with the private sector to jointly address their shared workforce constraints.

  • Strengthen collaboration between private sector, government, and educational institutions to deliver the training necessary to upskill and reskill the labor force to meet the labor market demand.

  • Directly supervise and contribute to the successful implementation of activities designed to meet Activity objectives, ensuring interventions reflect high technical quality and international best practices.

  • Promote gender, equity, and social inclusion, including the re-integration of veterans, IDPs, and Persons with Disabilities (PWD) into the workforce.

  • Adapt activities as necessary to respond to evidence-based learning and changing circumstances.

  • Support the development and review of project work plans and reports.

  • Other duties as assigned.

What We Value

  • Bachelors’ Degree and 9 years of relevant experience, or a Masters’ Degree and 7 years of relevant experience.

  • Demonstrated experience engaging private sector businesses in Ukraine.

  • Demonstrated understanding of the challenges that graduating students, women, and PWD face with finding employment, the skills gap, and opportunities to close the gap.

  • Demonstrated creativity and willingness to test new innovative approaches

  • Demonstrated knowledge and expertise in the implementation of projects with a focus on private sector engagement and human resource development.

  • Strong leadership and collaboration skills.

  • Demonstrated creativity and willingness to test new innovative approaches.

  • Demonstrated ability to be flexible and respond to emerging opportunities and overcome barriers.

  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.

  • Strong written and oral communication skills, including fluency in Ukrainian and English.
