BASIC PURPOSE

Community Service Officers (CSOs) perform duties that support professional and commissioned personnel working at the Lacey Police Department, including assisting police officers as requested in non-emergency situations, transporting arrestees to jails, guarding arrestees at medical facilities, writing reports of some not in progress misdemeanor violations including found and lost property, cleaning and organizing the main station and substations, and performing special assignments as directed by management. The position does not require a full commission nor does it require a firearm to be carried. The Lacey Police Department is an actively engaged full service law enforcement agency which provides a wide range of law enforcement and social services to the Lacey community.

The first review of applications is tentatively scheduled to begin on April 07, 2025.

ESSENTIAL DUTIES AND RESPONSIBILITIES

These duties include but are not limited to the following:

  • Responds to non-emergency calls for service including, but not limited to, parking complaints, traffic complaints, assisting commissioned officers with collisions requiring traffic control, lost and found property, theft, vehicle prowl, vandalism and malicious mischief, fraud/forgery, and public service requests.

  • Conducts and documents non-emergent, criminal and non-criminal investigations (following proper policy, protocols and using appropriate investigative techniques) that have no suspect information and/or imminent leads to follow up on.

  • Provides administrative support as requested to all divisions and staff within the police department.

  • Reviews online reporting citizen cases using an internal database system for necessary investigative follow up and crime trend data and recommends action to the supervisor for report approval, assignment, and/or disposition.

  • Assists commissioned staff with investigations support as needed (such as creating flyers, bulletins, etc.).

  • Completes pre-booking process of prisoners as needed for various correctional facilities.

  • Transports misdemeanor and felony prisoners as requested by the shift supervisor.

  • Transports Lacey prisoners from contracted city and county jails to court and back.

  • Responsible for standing by with prisoners who have been transported to the hospital from the field.

  • Assists the Evidence Unit as needed to include transport of evidence to the station or to the off-site storage facility, packaging of found property and evidence, destruction of evidence, and assist in the inventory and audit of evidence.

  • Conducts investigations of abandoned vehicles and process them for removal as directed.

  • Responsible for completing impound reports.

  • Assists officers with traffic related matters including traffic collisions, removing blocking and non-blocking disabled vehicles from the roadway.

  • Investigates, documents, and processes lost and found property.

  • May be dispatched to non-emergency radio calls involving property crimes such as, but not limited to, vehicle prowls, malicious mischief, fraud/forgery, and thefts. Collects information and writes reports regarding the aforementioned crimes.

  • Sets up speed monitoring devices at various locations.

  • Participates in community events and is a resource for citizen engagement. Hands out literature, prizes, and promotional items and provides education and information to attendees.

    Other Duties as Assigned:

  • Testifies in court as required.

  • May be required to help take fingerprints.

  • Prepares, maintains, and updates files, reports, and other records related to assigned duties.

  • Participates in special projects and/or assignments as directed by the Supervisor.

  • Responds to citizen questions as needed

  • Performs other related duties as assigned.

    Seasonal Hicks Lake Position:

    (This position may be assigned to a seasonal rotation at Hicks Lake.)

  • Patrols Hicks Lake on a seasonal basis. With a limited commission, issues infractions for boating and jet-ski violations.

  • Provides education on safety equipment, vessel operations, noise levels, registration laws, and other boating regulations specified under RCW 88, WAC 352 and the Lacey Municipal Code.

  • Writes reports and/or witness statements regarding incidents observed at the lake.

  • Provides a visible presence and routine checks of lake areas during shifts; coordinates and reports criminal violations to on duty Lacey Police Officers.

  • Loads, unloads, and operates a watercraft/boat.

  • Demonstrates the ability to swim and possession of a valid Washington State boating license is required (unless an exemption is in effect for the boating license).

  • Flexibility and willingness to adjust schedule and duty assignments in relation to weather conditions.

QUALIFICATIONS

REQUIRED QUALIFICATIONS:

H.S. Diploma or equivalent AND has some experience in customer service, including working with the public (face-to-face).

PREFERRED QUALIFICATIONS

  • Three (3) to six (6) months of customer service experience.

  • College level coursework related to law enforcement is desirable.

  • Experience working in a fast-paced, busy work environment.

    SPECIAL REQUIREMENTS OR LICENSE(S):

  • Must be a minimum of 18 years of age.

  • First aid/CPR and bloodborne pathogens card within six (6) months of date of hire.

  • Self-defense techniques and training within the first six (6) months of date of hire.

  • Possession of WA State Patrol Law Access Certification II within the first month of date of hire.

  • Verification of identity and United States work authorization must be completed as required by the Immigration Reform and Control Act.

  • Ability to pass a thorough background investigation (which includes a driving record, work history, credit history, conviction/arrest record, reference checks, and drug history), an integrity interview, a polygraph examination, a psychological evaluation, and a Chief's interview, prior to being hired.

  • Must pass pre-employment medical testing and maintain a level of physical and mental fitness necessary to perform the essential functions of the position.

KNOWLEDGE, SKILLS, AND ABILITIES
