Summary The primary responsibility of the incumbent is the professional and administration management of Outpatient Care for the Lake City VA Medical Center, FL within the North Florida/South Georgia Veterans Health System (NF/SGVHS). The incumbent is also responsible for supervising multiple pharmacists and technicians. The pharmacy supervisor performs higher level duties consisting of significant scope, administrative independence, complexity and range of variety at least 25% of the time. Responsibilities The Pharmacy supervisor will be responsible for developing, scheduling, monitoring, and evaluating the activities of the clinical pharmacy specialist staff (Outpatient Care). The supervisor consults with Pharmacy Administration, Associate Chief, Clinical Services, and the Chief of Pharmacy Service for all matters involving the provision of clinical and operational services at the Lake City VA Medical Center. The pharmacy supervisor must be able to demonstrate the knowledge and skills necessary to complete the duties of the position, including the necessary skills to provide care appropriate to the population of the patients served. Duties may include but are not limited to: Administrative/Supervisory Manages an assigned area in pharmacy service, to include budgetary execution. Effectively supervises and manages multiple pharmacists and/or technicians. Manages pharmacy programs as assigned. Develops effective communication with Union and is knowledgeable on the master and local agreement. Develops performance standards. Assures that their program area is compliant with all regulatory and accrediting body requirements. Functions as acting Associate Chief or Chief of Pharmacy Services or pharmacist in charge when assigned. Assures security over pharmacy areas and provides an immediate report to management in event of inconsistencies. Supervises the work flow and gives direction to support personnel as needed. Clinical Provides appropriate selection of drug therapy based upon the pharmaceutical principles of pharmacokinetics and pharmacodynamics; monitoring for efficacy, side effects and clinical outcome; and advises prescribers as appropriate. Provides patient-specific therapeutic drug monitoring and communicates relevant findings and/or recommendations to other health care providers in charge of the patient both orally and in writing. Performs continuous evaluation of prescribed medications to assure optimal drug therapy. Completes health and medication histories including patient interviews. Serves as a drug information resource by providing up-to-date drug information to prescribers, other health care professionals, patients and caregivers. May participate in patient care rounds, reviews charts, evaluates pertinent laboratory data, drug-drug and drug-nutrient interactions, monitors for adverse drug effects, and screens for allergies. Dispensing and Compounding Reviews all medication orders for appropriateness, drug selection, dosage, route of administration and the amount, prior to dispensing. Ensures all medication orders are entered into the electronic patient medical record. Education Provides education to health care providers regarding medication use. Assumes an active role in the overall pharmacy-training program consisting of students, externs, interns, residents, and professional and non-professional staff members. Work Schedule: 8 hour tour, Monday - Friday between the hours of 7:00 am - 6:00 pm, Rotating weekends, holidays, evening, and nights based on the needs of the service. Licensed Pharmacists may qualify based on being covered by the Grandfathering Provision as described below (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision. All licensed pharmacists employed in VHA in this occupation on June 7, 2012 (the effective date of the qualification standard) are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration, that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If a licensed pharmacist who was retained under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Grade Determinations for Pharmacy Supervisor - GS-0660-13 (Above full performance) Experience: In addition to the Basic Requirements, Pharmacists assigned to the GS-13 grade must have 1 year of experience equivalent to the next lower grade level (GS-12) Assignments: Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs, and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following Knowledge, Skills, and Abilities (KSA's): Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. Preferred Experience: Prior management experience preferred. Completion of PGY-2 in Health System Administration and Leadership Residency.
