Responsibilities SUMMARY: The primary purpose of this position is to serve as Supervisory, School Age Program Coordinator. As such, serves as a first level supervisor, providing planning, directing, organizing, exercising control over nonsupervisory non-appropriated and appropriated employees assigned to the School Age Program and manages a stand alone facility. The School Age Program consists of a quality Before and After School and summer day camp program for ages 6 to 12. DUTIES: Plans, organizes, and directs the activities of a conventional but comprehensive School Age Program to stimulate and sustain the interest of children and to contribute to their social, emotional, intellectual, and physical development, ensuring that the program complies with legal and regulatory requirements and meets customers' needs. Exercises supervisory management responsibilities. Administers activities and plans. Evaluates the effectiveness of planned social/recreational activities from the standpoint of participant's responses, available resources, marketing campaign, unforeseen developments and program objectives. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include Individual Occupational Requirement (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position of a Supervisory School Age Care Program Coordinator. OR COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position of a Supervisory School Age Care Program Coordinator, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of the theories, principles, and techniques of education and training and of child human growth and development to provide oversight and direct involvement in the School Age Care program, which maintains and improves the physical, social, and mental well-being of young children. Knowledge of learning and recreational activities and services, of participants' interests and needs, and the methods and processes involved in a School Age Care program, to effectively plan and conduct an enhanced variety of youth activities and services to meet specific needs of the base community. Skill in the effective use and management of financial, physical, and human resources sufficient to plan and carry out a school age program which meets the needs of the participating community. OR EDUCATION: Successful completion of three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Education was obtained in an accredited college or university. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of the principles, concepts, methodology, and practices of child and youth development to manage a Before and After School program; as well as knowledge of United States Department of Agriculture food programs and requirements and the ability to apply those policies throughout the entire program. Knowledge of all safety and health program requirements and the ability to enforce them for the program. Knowledge of human behavior and psychology and the ability to properly manage all subordinate staff and the skill to keep them all as a close family team; as well as the ability to motivate, train, and work effectively with diverse staff members. Knowledge of basic financial management and basic budgetary requirements and the ability to properly plan and execute a sound budget to cover supply and equipment requirements. Skill in identifying and modifying curricula to meet the physical, intellectual, emotional, and social developmental needs of children. Ability to gather and analyze information; complete a variety of reports; and establish and maintain program documentation and records, along with the ability to communicate effectively both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
