Description
ECC is seeking anAssistant Project Managerfor our Environmental group. Due to
the nature of this position, we are open to candidates living in the US
Mainland, ideally near an ECC office. ThisAssistant Project Manager -
Environmentalposition is primarily responsible for assisting in the management
of project activities to ensure that the goals of the project are accomplished
within prescribed time frame and funding parameters Furthermore, candidates
should have a good understanding of and experience with performance-based
project management, including scope, schedule, and budget balancing,
risk mitigation, and finally risk/reward identification and
implementation. Experience with both CERCLA and RCRA is required, Requires
the ability to support CONUS environmental remediation and performance-based
programs. In this position you will:
Assist Project Manager in the planning and coordination of activities
designated to ensure that goals or objectives of the project are accomplished
within prescribed time frame and funding parameters
Review project proposals or plans to determine time frames, funding
limitations, procedures for accomplishing project, staffing
requirements, and allotment of available resources to various phases of
project
Establish work plans and staffing for each phase of project, and arrange for
recruitment or assignment of project personnel
Confer with project staff and subcontractors to outline work plan and to
assign duties, responsibilities, and scope of authority
Direct and coordinate activities of project personnel to ensure project
progresses on schedule and within prescribed budget
Review status reports prepared by project personnel and modify schedules or
plans as required
Prepare project reports for management, client, or others
Confer with project personnel to provide technical advice and to resolve
problems
Coordinate project activities with activities of government regulatory or
other governmental agencies
Manage supervisory responsibilities in accordance with the organization's
policies and applicable laws
Develop and Maintain Baseline Schedule per Regional Project Control Manager
Acceptance
Perform weekly and monthly schedule updates and develop as-built schedule
Coordinate and prepare 3-week look-ahead schedules or as required by contract
Coordinate with Project Manager to document physical percent complete
Coordinate, Develop and update Long lead Materials Tracking and update
schedule accordingly.
Preparation of required reports for Client invoices.
Preparation of Schedule Projection (What-if) and Time Impact Analysis per
Regional Project Control Manager Acceptance
Preparation of Critical Path and Variance analysis reports for review with
Regional Project Control Manager
Coordinate, develop WBS dictionary with Project Accountant Manager.
Prepare and submit revenue forecasts to Project Accountant.
Coordinate, Develop format with Project Accountantfor information transfer
on labor, equipment, materials, subcontracts, and other direct costs
for Estimate to Complete (ETC) projections
Coordinate and update with Project Accountanton Monthly PSRs preparation
Review of subcontractor invoices prior to PM approval and submit to Project
Accountant for payment processing.
In addition to the accountabilities above, other responsibilities,
tasks, and deliverables may be assigned to the incumbent of this position
Requirements
Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from
groups of managers, clients, customers, and the general public
Ability to work with company cost tracking (EZ TRAC/ Cost Point) and
accounting system
Ability to define problems, collect data, establish facts, and draw
valid conclusions
Ability to interpret an extensive variety of technical instructions in
mathematical or diagram form and deal with several abstract a d concrete
variables
Proven ability to implement programs to address complex needs and problems
Capable of communicating with persuasiveness and exercise effective
negotiation techniques as needed
Competent in using Microsoft Office products, email systems, and Windows
Ability to develop, maintain, and effectively communicate project
schedules. Includes the development of Network diagrams. Also, need to be
able to use both Primavera and Microsoft Project scheduling software
Three years experience with scheduling and project planning for large
environmental/construction projects
Three years working knowledge of applicable federal, state, and local
environmental law regulations, and guidance as they apply to the region
specified in the solicitation
Experience with both CERCLA and RCRA
Education:Bachelor's degree in engineering, geology, chemistry,or
science discipline.
Additional Preferred Qualifications:
A Master's degree is preferred
40-hour HAZWOPER, 8-hour HAZWOPER supervisory and 8-hour HAZWOPER annual
refresher training
Experience with emerging contaminant characterization, cleanup
technologies, and practical applications
Experience with cost tracking and accounting systems, such as EZ TRAC and
Cost Point
Professional Engineer License or Environmental Professional
Three years working experience in HTRW remedial action project management or
hazardous waste disposal industry
Two years experience related to remedial construction at HTRW sites
ECC targeted salary range for the US average is $83,512 to $102,474.
Actual salary offered may be affected by education, training,
certifications, experience, skills, level of responsibility, and location.
