The primary purpose of this position is to exercise CSRA supervisory (Level 4) and managerial authorities over assigned areas within the Military Personnel Flight assigned to the Force Support Squadron. Responsible for providing comprehensive advice on the full range of military personnel management functions to Commanders, (Continued under Duties section below) Responsibilities Summary (Continued From Above): key managers and supervisors; integrates a wide variety of both procedural and substantive work supporting one or more military personnel and pay programs, operations, or functions e.g., recruitment, induction, assignment, training, utilization, or separation. Duties: Performs the full range of tasks for assigned areas such as assignment, enlistment, reenlistment, promotion, awards, performance evaluation, routine boards, separation, or similar actions and can perform a complete review of records to determine eligibility for actions. Oversees updates, inquires, and processes actions on a wide variety of entitlement, allowance, and indebtedness actions by military personnel team members as well as processing these actions through military personnel data systems. Represents the Force Support Squadron with a variety of installation and functional area organizations. Establishes, defines, and implements requirements for military personnel programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements. Performs supervisory personnel management responsibilities. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of fundamental HRM laws, principles, systems, policies, methods, and practices; as well as interviewing, analytical, and research techniques sufficient to conduct fact-finding and recommend solutions to moderately difficult and complex but well-precedent and/or recurring issues and problems. Knowledge of the format, content, and uses of the military personnel record. Knowledge of the procedures and requirements regarding military personnel record construction and maintenance. Knowledge of written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations. Knowledge of standard office equipment such as electric typewriters, copiers, fax machines, and office automation systems to perform a substantial range of office automation support. OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, concepts, techniques, standards, processes, and guides of military Human Resources procedures to process transactions and records update that are a part of the HR information system sufficient to maintain data quality for the HR database. Knowledge of military programs, objectives, policies, procedures to assure a comprehensive understanding of Military Human Resources programs/services. Knowledge of the principles, concepts, techniques, standards, processes, and guides of Military Personnel/Pay Management and ability to relate to personnel systems. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to plan, organize, and direct the functions and mentor, motivate, and evaluate the staff. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
