Shire Head of External Affairs and Communication in Leningradka, Russia

Primary Role

The role exists to to promote Shire as a partner for government and other stakeholders in country’s healthcare ecosystem to advance standards of care and access to care in rare and underserved disease conditions. This individual will establish and cultivate relations with central and state government officials, key opinion leaders and other relevant stakeholders. He/she will be responsible for implementing External Affairs initiatives to optimize patient access to rare disease therapies in the country. This role also leverages internal/external communications expertise to achieve strategic business and organization objectives.


  • Implements External Affairs strategies, in collaboration with the Value Demonstration & Access and Medical Affairs functions, to inform an evidence-based policy debate with a view to enhance patient access to rare disease therapies in support of business objectives in Russia.

  • Identification of key decision makers and other relevant stakeholders in healthcare policy environment, at the central and state government level

  • Proactively engages with key government officials and opinion leaders to increase Shire’s visibility and credibility, leveraging Shire’s value proposition

  • Develops, in conjunction with Medical Affairs and Patient Access functions appropriate evidence based messages and communication materials to inform the policy debate, in particular pertaining to healthcare funding and standards of care

  • Monitors health policy developments and identifies priority issues to be addressed with a view to reduce or avoid access barriers to care

  • Monitors the healthcare environment to gain an overall perspective, identifying areas where Shire can help meet government policy objectives which support the achievement of the company’s objectives.

  • Identifies appropriate collaboration opportunities with public agencies/ institutions, with a view to assess feasibility of the establishment of public private partnerships or other appropriate forms of collaboration, to enhance access to care, advance standards of care and/or build healthcare capacity.

  • Identifies and leverages appropriate platforms for government engagement

  • Represents Shire in trade and industry associations

Education & Experience Requirements

Educated to degree level or beyond, the candidate should ideally have at least 5 years of experience in one or more of:

  • public affairs or government relations;

  • public relations;

  • working with patient or consumer groups;

  • pharmaceutical market access

This experience should ideally have been acquired in a multinational company, a public affairs agency or a trade association. Proven experience in the healthcare sector is preferred.

  • Strong relationship-building and collaboration skills, working well in a fast-paced environment characterized by rapid change in cross-functional teams and with senior colleagues and peers in other departments.

  • Proven ability to conduct analysis, devise strategies and execute plans in consultation with colleagues.

  • Strong written and presentation skills.

  • Ability to manage contracts and external consultants.

  • Good understanding of Russian pharmaceutical and healthcare environment and trends. Knowledge of European and international pharmaceutical environment a plus.

  • Language skills: Russian as a native, English - fluent
