Summary
The State Systems Specialist is responsible for statewide computer system administration to ensure availability to all systems users and to perform necessary maintenance to support system availability. This position is governed by state and federal laws and agency/institution policy.
Functions
Researches and determines needs for planning, designing, installing, and configuring operating system software. Collects and reviews systems data for capacity and planning purposes. Provides users with assistance solving computer related problems, such as malfunctions and program problems. Consults with users to identify current operating procedures and to clarify program objectives. Tests, upgrades, maintains, and monitors computer programs and systems, including coordinating the installation of computer programs and systems. Coordinates and links computer systems within an agency and the state to increase compatibility and to share information. Consults with management to ensure compliance with agency policy. Performs regular and on-demand system backups and recovery of data. May write documentation to describe program development, logic, coding, and corrections, and may write manuals for users to describe installation and operating procedures. Performs other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of various computer systems' hardware and software. Knowledge of technology and new user applications. Ability to customize and update computer systems as required by the needs of statewide agencies. Ability to assist staff with various problem definitions and solutions. Ability to identify complex problems and review related information, to develop and evaluate options and implement solutions. Ability to communicate in oral and written formats.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in computer science or related field, plus two years of experience in systems administration. OR Completion of four years of technical training in computer science, data processing, or a related field acquired from a vocational, military, or industrial setting, plus two of years experience in computer support. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
