The goal of the Markets and Securities Services (MSS) Risk and Control function is to help establish and maintain a robust control environment and culture across MSS globally.  Developing a proactive control approach assists management in achieving strategic objectives, promotes efficiency, reduces the risk of loss, and helps ensure compliance with corporate policies, procedures, laws, and regulations.  In addition, properly functioning internal controls enable management to deal with today’s rapidly changing environment and prepare for future growth. The MSS Risk and Control team directly supports a sales and trading environment and is looking for a highly energized, dynamic professional who is ready to join a fast-paced, world leader in the financial services industry.  The successful candidate will lead multi-year Consent Order projects related to sanctions and special ad hoc projects to evaluate the effectiveness of existing sanctions processes and controls for MSS globally, recommend enhancements as needed, and oversee execution of regional and global sanctions risk assessments.  The candidate will also seek opportunities to enhance management reporting and develop automated solutions where possible. The incumbent will interact with key stakeholders including personnel from Business Management, Sales, Accounts Control, ICG KYC Support Unit, Operations, and Technology, providing guidance to ensure that implementation of key policies is consistent with Citi standards.  The individual will also liaise with ICRM Sanctions.  The position will report to the Business Risk Senior Group Manager. Responsibilities: Serve as Program Manager providing oversight, assurance, and reporting for MSS sanctions programs across Markets and Securities Services businesses. Work collaboratively with key stakeholders to identify and manage sanctions risks, manage execution of various related initiatives, assess controls over sanctions screening, and identify opportunities to enhance sanctions controls and processes. Design controls over sanctions processes and lead projects to execute these. Establish Key Risk Indicators and metrics and report these to various Citi governance bodies. Address Issues and CAPs with stakeholders and escalate these, as appropriate. Establish policies and procedures over sanctions screening processes, assess impact to MSS of proposed changes to Citi policies, procedures, and standards, and work with key stakeholders to ensure appropriate implementation. Collaborate with the ICRM Sanctions team to ensure appropriate coverage for the MSS portion of the annual Enterprise-wide OFAC Risk Assessment (EWORA), leveraging control survey results to enhance the control environment. Seek opportunities to automate management reporting and lead projects to execute these. Liaise with Compliance Assurance and Internal Audit to facilitate consistent coverage across MSSS businesses, as well as appropriate resolution of any issues identified. Prepare presentations to update senior management and various governance committees on progress made on sanctions initiatives. Partner with other colleagues, as needed, to support other Financial Crimes Risk-related projects. Experience/ Qualifications Undergraduate degree in business administration, economics, finance, accounting, or computer science (other fields to be considered as well).  Advanced degree (Masters/JD) preferred. Strong experience in consulting or operations experience, preferably in the securities/banking industry, or other relevant experience.  Knowledge of institutional sales/trading preferred. Knowledge of Bank Secrecy Act, including Anti-money Laundering and sanctions rules and regulations highly desirable, particularly with respect to sanctions programs administered by the U.S. Department of the Treasury’s Office of Foreign Assets Control. Strong influence management and relationship skills. Proven track record in leading cross-functional teams to deliver complex projects. Experience in designing control programs and knowledge of operational risk management principles. Excellent oral and written communication skills.  Must be articulate and persuasive. Strong organizational skills – capable of juggling multiple tasks, recalibrating as priorities change, deadline and quality driven.  Attention to detail with strong focus on accuracy of information. Teamwork - Must be able to work in a team environment; listens and works well with others; client-focused and open to different ideas/viewpoints. Organizational awareness - Knowledge of Citi Markets businesses, banking/financial services industry, risk and control assessment, technology, and/or audit processes highly desirable. General management skills - Self-directed; passion for excellence; able to work under pressure.  Ability to build and maintain strong relationships at all levels. Ability to work independently and effectively in a large, global corporate environment.
