POSITION ANNOUNCEMENTJob Title: Intra-city AnalystGrade: 20Annual Salary: $71,613 - $75,244The Research Foundation for Mental Hygiene, Inc. (RFMH) is seeking one (1) qualified candidate to fill the full-time Intra-city Analyst position with Mental Hygiene Administration. Description of Division/Bureau/Job descriptionThe Mental Hygiene Division of the New York City Department of Health and Intra-city Analyst is responsible for policy, programs, and provider oversight related to mental health; alcohol and drug use; developmental delays and disabilities; and early intervention services. The work of the Division is informed by the goals of improving clinical and rehabilitative services; integrating mental health, substance use, and primary care; promoting healthy childhood development; reducing racial/ethnic and socioeconomic health inequalities; and promoting recovery. The Bureau of Administration provides all non-program support for the Division of Mental Hygiene. The successful candidate should have strong management, writing, and oral communication skills; ability to work cooperatively; and ability to work independently. Other required attributes include proficiency of the entire Microsoft Office Suite with emphasis on MS Word, Excel, and Access.Responsibilities/Duties:Under the direction of the Deputy Director of Compliance and Payments, the Intra-city Analyst will perform the following tasks:•Oversee execution and monitoring of all intergovernmental contracts for the division, in close collaboration with colleagues in the Office of General Counsel and central Finance divisions.•Review and ensure processing of prompt payments of intergovernmental invoices.•Maintain availability of sufficient budget funds for payments to be processed. Forecast expenditures and perform substantive financial analysis as needed.•Coordinate with interdepartmental stakeholders to establish claiming processes for revenue generating grants.•Review and monitor expenses to ensure grants are claimed properly and in a timely manner.•Gather necessary supporting documents for claims.•Ensure contract compliance in accordance with agency and grant requirements.•Provide technical assistance to bureau staff on developing proposals, solicitations, and grant applications.•Process contract amendments and budget modifications as needed.•Provide technical assistance to programs and contracted providers.•Provide quarterly financial reports using various systems within the Division of Mental Hygiene•Prepare and analyze reports as necessary.•Other ad hoc projects.Minimum Qualification•A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, sociology, human resources development, political science, urban studies, or a closely related field; OR•A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration market research, economic planning, or fiscal management; or in a related area.Preferred Qualifications:•Experience in Government budgeting, fiscal analysis and/or budgetary oversight.•Knowledge of Government contracting/procurement process.•Familiarity with mental hygiene services (mental health, developmental disabilities, alcohol & drug abuse; behavioral health, etc.)Remote Work Policy: DOHMH employees working through RFMH are allowed a Hybrid option post training and onboarding.Sponsorship Policy: Applicants must be authorized to work in the U.S. Unfortunately, we are unable to sponsor or take over sponsorship of an employment Visa at this time.Location: 42-09 28th Street, Long Island City, NY 11101 To Apply: Submit a resume and cover letter on our website at https://rfmh.applicantpro.com/jobs/ .
