What You Will Do
The Global Security Directorate's Office of Nuclear Counterterrorism and Counterproliferation (NCCP) supports the Nation's nuclear counterterrorism and counterproliferation objectives through innovative
science and technology. NCCP programs form the backbone of the Department of Energy's Nuclear Emergency Support Team (NEST) and are integral to the U.S. Government's efforts to counter adversary
efforts to acquire and use nuclear capabilities.
Reporting to the LANL Program Director for NCCP, you will be assigned as the direct customer point of contact for one or more components of DOE's NEST program at LANL. At the time of this job ad, these
programs include the NEST Standards and Training Program (NSTP) Manager and the Partner Training Program Manager. These lead assignments are subject to change as customer priorities are refocused.
Working with the other program managers, and with your government counterparts, you will be responsible for meeting all programmatic requirements. This includes tasking, meeting milestones / deliverables
and managing resources. You will also work closely with LANL line organizations to negotiate work execution scope, schedule, budget, and performance.
What You Need
Minimum Job Requirements:
Program Management: Advanced knowledge of all aspects of nuclear emergency response programs. Demonstrated experience in the execution of technical programs, resource planning and allocation, and strategic planning.
Technical Aptitude: Experience with and knowledge of weapons of mass destruction defeat tools, techniques, and procedures. Strong technical, financial, and human management skills.
Leadership: Demonstrated ability to successfully manage a program and provide direction to a project management team. Demonstrated ability to work with and knowledge of the LANL, LLNL, SNL, DOJ, DoD and DOE Emergency Response Programs.
Communication: Excellent oral and written communication and presentation skills. Demonstrated experience interacting effectively with all levels of internal and/or external personnel; building trust, gaining consensus, and resolving conflicts.
Collaboration: Demonstrated experience developing and nurturing effective internal and/or external customer relationships. Excellent negotiating skills.
Education/Experience : Position requires a Bachelor's Degree from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.
Desired Qualifications:
Experience serving as a member of a NEST response team.
Knowledge of nuclear weapon design and weaponization.
Formal project or programmatic training.
Formal training as an instructor or in curriculum development.
Active DOE Q/SCI clearance.
Location: This position will be located in Los Alamos, NM.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q/SCI (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
