Los Alamos National Laboratory Procurement Governance Group Leader (Acquisitions Services Manager 4) in Los Alamos, New Mexico

The Acquisition Services Management (ASM) Division is seeking a highly motivated Acquisition Services Manager to lead our Governance Group. The Manager will have broad authority to implement leading practices in audits and assessments, Department of Energy (DOE) contract compliance and the Triad approved Purchasing System. This position reports directly to the Deputy Division Leader for ASM Operations.

Key responsibilities include but are not limited to:

  • Lead the development and oversight of policies and procedures that ensure the continued approval of Triad's purchasing system.

  • Represent LANL at the DOE enterprise level on compliance activities and procurement packages which require Advance Notice, Review or Consent

  • Develop effective relationships with internal and external stakeholders, including LANL legal, Controller's Office and NNSA

  • Develop, implement, and manage the ASM Procurement and Policy Manual

  • Responsible for analysis and incorporation of new Prime Contract requirements, DOE orders, DOE/ NNSA Acquisition Policy Letters throughout ASM's Procurement System, including terms and conditions, forms and policies and procedures

  • Lead the respective ASM group in capability and staff development, succession planning, all areas of personnel and performance management, and ensuring a safe and secure workplace.

  • Lead and supervise the teams providing compliance and cost price analyst support to the Division.

  • Primary point of contact for all ASM internal and external audit activities, including coordination and guidance of responses for incurred cost audits.

What You Need

Minimum Job Requirements:

Leadership: Demonstrated experience in managing a team in all aspects of organizational management to include staff development, succession planning, personnel management, and performance management. Demonstrated leadership competencies to effectively manage diverse and complex activities and issues in support of ASM's oversight and compliance functions.

Knowledge and Expertise: Demonstrated experience in legal compliance for purchasing activities within a commercial setting, or a DOE national laboratory environment. Extensive experience developing and implementing procedures which operationalize legal requirements.

Accountability: Experience working with confidential or proprietary information, classified documents, or sensitive information.

Communication: Proven ability and experience demonstrating effective communication and negotiation skills, both verbally and in writing.

Collaboration: Experience in interacting effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts. Experience in developing and nurturing effective customer relationships.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and eight years of related experience; or, an equivalent combination of education and experience related to the occupation.

Desired Qualifications:

  • Acquisition Experience with full suite of SAP Ariba modules.

  • Professional certification in Contracting, examples:

  • National Contact Management Association (NCMA), a CPCM or CFCM;

  • Institute for Supply Chain Management (ISM), a CPSM;

  • Experience applying project management principles to set project scope, schedule, priorities, and deliverables.

  • Familiarity with business law, finance, accounting, and related business subjects.

  • Trained in process improvement tools (e.g., Lean and Six Sigma principles).

  • Active DOE Q clearance.

Work Location: This position is designated as Telework located in Los Alamos. The selected candidate will perform work from a location within a two-hour ground commute of the Laboratory. (Remote work for this position is possible, with additional approvals.) This position's designation as Telework or Remote may be modified at the manager's discretion. Ability to report on-site is a must for this position.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
