Shire Head of Maintenance - Associate Director Engineering in Los Angeles, California

Under the general direction of the Head of Site Engineering, manage plant utilities. critical systems and the

site maintenance program under alignment with Center Led Engineering Services in a cGMP 24hr operational setting. Directly or indirectly responsible for the production mechanical maintenance teams, utilities and critical systems operations and maintenance, facilities maintenance and maintenance planning and scheduling teams to ensure reliable operation of facilities, equipment and supporting systems in all areas of the LA plant. The ideal candidate utilil8S a solid understanding of theories and practices of a variety of disciplines (primarily engineering, maintenance programs. CMMS, planning and scheduling, utilities operations and clean utility Critical Systems to lead and manage day-to-day utilities operations and maintenance within boundaries of compliance, quality, time and budget. Further, the incumbent has the ability to apply a solid understanding of operational excellence and relevant practices to determine sources of waste and/or non-value added activities in areas of responsibility. Supports a culture of continuous improvement by implementing measurement tools or methods to eliminate probability of repeat mistakes and championing change. Compiles and evaluates key data generated to propose solutions for reduction of exceptions and errors, optimizes preventative maintenance activities level loads the required work and labor, and is instrumental to the overall success of the manufacturing operations including the annual shutdown activities.

Essential Duties and Responsibilities

  • Oversee the site Utilities and Critical Systems operations and maintenance to support day to day plant operations and compliance with applicable site environmental permits

  • Oversee the Preventive and Corrective Maintenance program including maintenance activities planning, scheduling and execution, keeping track of work order completion and performance metrics in a 24hr manufacturing setting. Ensure maximum productivity and efficiency in a safe and compliant manner.

  • Ensure safety, compliance, efficiency and speed is followed in all aspects of the jobs executed by the department. Strives for maximum plant equipment and operational reliability.

  • Ensure improvement of service level by influencing and driving planning and scheduling of Work Orders to maximize equipment uptime and availability.

  • Manage, identify, hire, develop and recognize technical staff. Create and maintain employee and organizational development as well as HR plans which meet business needs. Promotes an open and transparent working environment

  • Oversee applicable budgets lor Maintenance and applicable cost centers. Develops and plans future budgets.

  • Apply specialized knowledge in a creative way to a broad range of difficult problems. Encourage use of predictive technologies for Maintenance and troubleshooting.

  • Review and analyze proposals to determine if benefits derived and possible applications justify expenditures. Approve and submit proposal to Sr. Management. Responsible for preparation of project cost estimates.

  • Approve change requests and support documentation (engineering change requests, system change forms, etc.) in order to secure product or project release. Develop staff members to assume technical approver role.

  • Drive improvements in equipment performance metrics and develop an aggressive plan to reduce exceptions and errors utilizing data and appropriate Continuous Improvement Tools.

  • Provide support and drive of Asset Management Excellence vision and implementation plan consistent with implementing Reliability Metrics, tracking and tools for Predictive Maintenance Program, World Class MAO and maintenance management activities to maximize wrench time per associate.

  • Participate on and be an active member of assigned company engineering and maintenance network meetings.

Qualifications

  • Must be well versed In Critical Systems. Utilities operations and Maintenance Management systems.

  • CMMS Knowledge for Maintenance applications.

  • Knowledge of GMPs, FDA guidelines, EPA, environmental regulations, purchasing principles and process validation.

  • Must be self-motivated, have good interpersonal skills, capable of analyzing and solving complex problems through Innovative thoughts and experience.

  • Demonstrated ability to lead larger organizations with multiple layers supporting multiple manufacturing, laboratories and administrative buildings.

  • Maintain industry contacts and be involved in industry interest groups .

  • Proven track record of management and leadership effectiveness. Ability to lead and influence outside of immediate scope of responsibility and demonstrates flexibility in all aspect of the role.

  • Must have good organization, prioritization and follow-up skills. Ability to overcome obstacles and to deliver results.

  • Must have excellent communication skills In order to effectively communicate with all levels of professionals, both internal and external.

  • Experience with Asset Management Initiatives, Reliability Programs, and Equipment Performance Metrics is a must.

  • Knowledge of continuous improvement tools and operational excellence strategies. Must display eagerness to learn and strive for continuous improvement with relentless focus on rapid and disciplined action.

  • Knowledge of regulatory inspection processes. Must have uncompromising dedication to safety quality, and compliance

Education and/or experience

  • BS in Engineering, with advanced technical degree or equivalent experience desirable.

  • 10 years' work experience in an Operations or Maintenance role with at least 5 years in a Management Role. Experience in the pharmaceutical, biotechnology or other FDA-regulated industry strongly preferred

  • Strong experience in Plant Engineering, Reliability Programs, or Energy Management is preferred.

Physical Demands

  • Must be able to lift, push, pull and carry up to 10 lbs.

  • In general, the position requires a combination of sedentary work and walking around observing conditions in the facility.

Working Environment

  • Must be able to work in controlled environments requiring special gowning. Will be required to follow gowning requirements and wear protective clothing over the head, face, hands, feet and body.

  • No make-up, jewelry, contact lenses, nail polish or artificial fingernails may be worn in the manufacturing environment.

  • Will work in a cold, wet environment

  • Must be able to work multiple shifts, including weekends.

  • Must be able to work overtime as required. (only for non-exempt positions)

  • May be required to work in a confined area.

  • Some Clean Room and cool/hot storage conditions.
