Project HR Manager – Angola

KBR is looking for a Project HR Manager to report directly to the Global Sonangol HR Manager to support and provide clear and consistent HR advice to the Sonangol project personnel and key stakeholders. We are looking for a candidate with proven expertise in all aspects of HR including recruitment, immigration, tax, employer relations, and compliance.
*This role will be located in Luanda and Lobito, Angola *
Responsibilities:
Stakeholder Management
Support the Sonangol Project and the Global Sonangol HR Manager, acting as point of contact and the HR subject matter expert for those HR related queries arising from project resources and management, specific to Angola.
Collaborate with HR stakeholders to provide prompt resolution of issues and proactive responses
Monitor project progress and evaluate impact to project HR deliverables; suggest options to mitigate risk and potential delays
Help interpret business needs, develop, and implement innovative solutions and evaluate their effectiveness to meet stakeholder expectations
Policies & Processes
Support, maintain, and prioritize project HR action plan, in collaboration with internal and external resources supporting project execution while maintaining compliance with both local regulations and KBR policies and processes
Provide support and advice in identifying and benchmarking opportunities for changes to procedures, process optimization or vendors to improve program effectiveness
As needed, assist in developing HR procedures, processes, and program frameworks for Angola that align seamlessly with KBR global values and project business needs
Compliance
Liaise with internal and external stakeholders to ensure legal compliance in all relevant areas such as immigration, labor law, social security, and taxes
Advocate adherence to KBR Global Mobility procedure and processes among stakeholders
Financials
Collaborate with the Global Sonangol HR Manager to ensure support of project budget
Vendor Management
Coordinate relationships with 3rd party supplier partners to ensure exceptional service levels to our employees and appropriate support for our business needs ensuring compliance and alignment with KBR global values
Experience & Skills:
Strong project management skills
Proficient in managing complex HR activities with multiple stakeholders and vendors
Proven ability with cross-cultural communication, facilitating effective collaboration across organizational levels
Operate seamlessly at both operational and strategic tiers
Thrive in a rapidly changing business landscape, demonstrating adaptability in a dynamic, fast-paced, and multicultural environment
Proven interpersonal, verbal, and written communication skills
Proven ability to maintain confidentiality and handle sensitive information with discretion
Experienced with being able to identify critical factors and potential risks in a situation
Robust analytical, problem-solving, and decision-making skills
Fluent in English and Portuguese
Proficiency with other languages would be beneficial
Qualifications:
Bachelor’s or advanced degree in a related discipline
9 + years of experience in HR with demonstrated ability to lead and partner with cross functional teams
Previous experience supporting international projects
Proven ability to successfully support both Angolan national and foreign workforces,, to follow Angolan laws and regulations to ensure compliance
Exceptional level of customer service for the business and internal clients, and mitigate unforeseen problems effectively
Proficient in HR best practices, legal requirements and tools governing the recruitment, employment and movement of Angolan national and foreign (non-Angolan national) employees
Experience in vendor management, including contract negotiations, performance evaluation, and relationship building
