A major part of the Office of Science mission is supporting the development, construction, and operation of unique, open-access scientific user facilities. The laboratory is home to three Office of Science user facilities: the Linac Coherent Light Source, the Stanford Synchrotron Radiation Lightsource and the Facility for Advanced Accelerator Experimental Tests.

SLAC sits on 426 acres of Stanford land, located two miles from the main university campus. The lab’s ties with Stanford have grown over the years to include several joint institutes and facilities and many collaborative research efforts. Stanford has made numerous investments in the laboratory and provides key services that make its operations more efficient. SLAC also plays a key role for Stanford, which benefits from the lab’s deep expertise in key areas and its ability to develop and run large-scale research facilities. Together with Stanford, SLAC educates and develops the U.S. scientific workforce in key technological areas.

Reporting to the Deputy Director of Science and Technology (DDS&T) and with limited supervision, works closely and in coordination with the Associate Laboratory Directors to develop and implement the Laboratory’s technology transfer and “non-traditional” partner engagement strategy (i.e., for partners and sponsors outside of SLAC’s core DOE activities). Oversees a small team of technology transfer, contracting and compliance professionals, and administers The Activity Review Committee (TARC), chaired by the DDS&T.

The Office of the Director of Science and Technology Partnerships is responsible for managing and supporting large proposal/capture efforts involving partnerships in strategic growth areas. The Director utilizes business intelligence, and knowledge of applicable U.S. Department of Energy requirements and other laws and regulations to advance potential opportunities in technology transfer and novel partnerships for SLAC. Understands the relevant science and technology fields forming the basis of the Laboratory’s expertise and core competencies, including in areas such as x-ray and laser technology, accelerator technology, applied energy, biology, microelectronics, and materials science, and is able to combine that knowledge with financial and business know-how to effectively enable these partnerships.

The Director will work in partnership with diverse constituents including SLAC’s scientific and engineering leadership and principal investigators, SLAC’s Strategic Planning Office, and administrative support offices including the Business Services, SLAC Legal, and the Stanford Office of Technology Licensing, to enable and pursue opportunities that apply the Laboratory’s innovative expertise and core capabilities on matters important to partners such as industry, foundations, and non-profits, and non-traditional federal, state, and local government sponsors.

Role’s specific responsibilities include:

  • Provides strategic direction and leadership to advance the lab’s technology transfer and non-traditional partnership efforts. Understand the Laboratory’s expertise, core capabilities, location within Silicon Valley, and financial constraints, develops strategies, including short and long-range plans, to advance the Laboratory’s agenda in areas of technology transfer and private engagement, and leads management in developing and executing that strategy.

  • Works with science and technology leadership and principal investigators at SLAC to identify, enable and pursue viable opportunities and sustainable partnership models, leveraging relevant business acumen and knowledge of U.S. Department of Energy requirements.

  • Encourages and supports the development, disclosure, and protection of intellectual property across the entire Laboratory, with specific emphasis on technologies aligned with the Laboratory’s agenda. Identifies technologies suitable for commercialization and facilitates technology transfer to private partners, working with OTL.

  • Represents the Laboratory’s Technology Transfer function before the U.S. Department of Energy, locally and with Headquarters as well as the National Laboratory Technology Transfer (NLTT) council. Works with senior management team and laboratory director to lead specific strategic initiatives related to laboratory growth, including technology landscape and market analysis, strategic opportunity assessment of emerging research areas, business development lifecycle/assessments and facility/institutional business models.

  • Supports management and principal investigators in (1) establishing collaborative and mutually beneficial relationships with private partners; (2) developing and executing business development strategies for selected opportunities and technologies; and (3) navigating applicable Department of Energy and SLAC requirements to pursue these activities.

  • Negotiates strategically important private partnership agreements in compliance with applicable Department of Energy procedures in close collaborations with applicable administrative support offices, including the Proposal Advancement Office, SLAC Legal, and the Stanford Office of Technology Licensing.

  • Manages the Laboratory’s Activity Review Committee and assists with other technology transfer related compliance efforts.

  • Administers and provides leadership for the research contracts and grants management team, aligning team vision and goals in support of the Laboratory plan as well as ensuring the team provides effective client service.

  • Participates in leadership of large proposal/capture efforts in strategic areas such as microelectronics and energy storage. Works with scientific and technical leadership to negotiate strategically important private partnership agreements in compliance with applicable Department of Energy procedures in close collaborations with applicable administrative support offices, including the Proposal Advancement Office, SLAC Legal, and the Stanford Office of Technology Licensing.

  • Manages proposal lifecycle, both pre-award and post-award activities including close-out.

  • Maintains documentation, policies, and establishes procedures for proposal/project processing including determining contract agreement type.

  • Prepares and tracks metrics for Reimbursable work and Field Work proposal submittals, funded and success rates. Also, administers Inter lab work Memorandum Purchase Orders (MPO) and Personnel Assignments.

  • Provides guidance to PIs and Directorates on effective Statements of Work that reflect best practices and ensure compliance with DOE and Stanford policies and regulations.

To be successful in this position you will bring:

  • MBA and/or bachelor’s degree in engineering or other physical science field plus ten years of relevant experience in business development, entrepreneurial, or negotiations experience, or combination of education and relevant experience.

  • Significant experience in working with DOE National laboratories or other federally funded research and development centers.

  • Strong ability to negotiate mutually beneficial outcomes, managing conflict, and motivating others to action.

  • Demonstrated solid verbal and written communication skills to effectively build and maintain working partnerships with internal and external stakeholders – including Stanford University, the Department of Energy, the DOE National Lab Complex, and private industry leaders.

  • Strong analytical and computational skills necessary to gather, organize and make well informed decisions.

  • Proven leadership and management of a complex mission driven organization providing effective oversight and guidance of scientific, operational, management and administrative issues.

  • Ability to interact at the highest level of management, both internally and externally, in a constructive and collaborative manner and in a way that appropriately represents SLAC.

  • Experience working in an environment dedicated to quality, safety and customer service.

In addition, preferred requirements include:

  • 5+ years of experience working in a national laboratory setting.

  • 5+ years of experience as a technology transfer professional or managing technology transfer professionals.

  • Graduate degree in engineering or other physical sciences field, or J.D.

The expected pay range for this position is $181,000 – $228,000 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs.
