The College is seeking someone with a deep understanding of science and engineering research combined with experience with federal research funding agencies and excellent communication and organizational skills to help grow the College's strategic sponsored research portfolio. Responsibilities include in-reach to CSE faculty and research staff, outreach to federal agencies (in collaboration with our federal relations team), and liaison with industry (in coordination with our corporate engagement team) to identify and help pursue research opportunities aligned with our mission. This position reports to the CSE Associate Dean for Research and will work closely with the CSE Director of Corporate and Foundation Relations and the University's Corporate Engagement Center (CEC) team, with the University's federal relations team, with the Research and Innovation Office, and with the College's department heads, center directors, and faculty. This position will be evaluated based on success in generating opportunities, and successes, in strategic sponsored research. This position is based in Minneapolis, MN with expected travel to Washington, DC and other domestic locations. In-person work is expected with flexibility for some remote work when appropriate to job responsibilities. Job Duties/Responsibilities: In-Reach to Assess and Develop Strategic Research Opportunities (30%) Meet with key research leaders in CSE, including center directors, large-award researchers, department heads, and others who can take leadership in strategic research efforts. Contribute to college-wide assessment of faculty research interests including topics of interest, interest and availability in new external opportunities, and strengths and weaknesses in research areas as they relate to articulated national research priorities. Develop and oversee college-wide research opportunity awareness program. Federal Research Development (30%) Develop and maintain relationships with federal funding agencies (with particular priority to the Department of Defense) to maintain awareness of pending research opportunities and opportunities for UMN researchers to influence future research programs and priorities. Provide regular federal opportunity updates for CSE researchers; organize sessions where appropriate around strategic opportunities. Support CSE researchers through introductions to program officers, coaching on how to be successful with federal research opportunities, assessing progress and advising on when to pursue/withdraw from opportunities, etc. Support CSE research teams in pursuing large-scale ($5 million and larger) strategic funding opportunities, including identifying and organizing teams of researchers (within CSE, across the U of M, and in partnership with others) to pursue such opportunities, developing/maintaining relationships with key federal funding agency personnel, supporting the development of appropriations and/or earmark requests, supporting University researchers in influencing funding priorities (through invitations to key workshops and panels, introductions, etc.). Research Development Strategy (15%) Develop and regularly review and update collegiate research development strategy based on awareness of research capacity, funding priorities, strategic advantages, and other key factors. Develop strategy for research development support structure, including structure of this collegiate function and related functions. Corporate-Related Research Advancement (10%) Build and maintain relationships with major federal contractors in areas of strategic interest to CSE Identify potential opportunities for CSE participation in major federal awards and screen such opportunities to identify alignment with CSE researcher interests. Facilitate connections between companies and CSE researchers in developing proposals for federal awards (both those led by companies and those led by a UMN PI). Engage other investigators across the University where appropriate. Provide support for the proposals where appropriate (including advice, pre-review, team-building support). Liaise with companies exploring sponsored research (including ones identified by CFR team, individual faculty, and those initiating contact) to identify their needs and capacity. Triage corporate contacts to identify those worth bringing to CSE researchers. Facilitate connections between companies and CSE researchers where appropriate. Participate in College Leadership Activities (5%) Other Research Development Duties as Assigned (10%) Qualifications Required Qualifications: BA/BS in a field related to CSE research (physical sciences, engineering, mathematics, or computer science) plus 10 years of experience Experience with federal research funding agencies. Such experience may be as an employee or intern of such an agency, working for a federal relations firm in a position responsible for relations with such an agency, or working at a university or private sector firm in a position responsible for federal research development (relationships and/or grant-writing). Strong technical communications skills, including technical writing and presentations. Preferred Qualifications: Advanced degree and experience in a field related to CSE research (physical sciences, engineering, mathematics, computer science). Experience leading large federally-funded or corporate-funded research programs. Experience preparing or soliciting and evaluating bids and proposals for sponsored research. Experience in building or growing a portfolio of funded research, either for an academic institution, for a corporation from external sources such as federal grants/contracts, or for a corporation or government as a portfolio of funding external entities to carry out research. Experience in development of federal R&D program priorities (e.g., service on federal oversight or advisory committees, participation in program priority-setting workshops, lobbying activity related to federal R&D program priorities). Experience with one or more public land-grant universities.
