Michael Baker Engineering Inc Civil Engineer - Permitting & Site Plan Review in New York, New York

Michael Baker International is seeking an on-site Permitting Engineer assigned to the NYSDOT office located in Poughkeepsie, NY . This is a full-time on-site position with our client. The Permit Engineer will work under the direction of NYSDOT's Regional Highway Permit Manager and other NYSDOT staff. Under the guidance of Senior Managers and Engineers, the successful candidate will have the opportunity to work on a variety of projects for New York State Department of Transportation (NYSDOT) reviewing highway work permits and developer applications.

RESPONSIBILITIES

In this role, you will support New York State Department of Transportation (NYSDOT) in the review and approval of highway work permits required for work performed within the right of way and will ensure that the finished projects, meet the standards and policies of public safety, highway laws and regulations. Permit applications are generally submitted by developers, utility companies, municipalities, residents, and others desiring to conduct activity within the right of way. The focus of the Permit Engineering position will involve review of permit plans and field inspections.

Anyone who plans to do work on any part of the state highway system, its properties or right of way, must obtain a permit. Some typical examples of this work include permanent or temporary driveway installations and related improvements, drainage work, slope work, sign installations, erecting banners across a state highway, land development, landscaping and plantings, and the various activities of utilities in maintaining and installing lines and equipment on the right of way.

The applicant should have experience with utilities, civil site layout, grading, water, wastewater, stormwater, and other infrastructure facilities. The successful candidate should have experience working with NYSDOT and area Counties as well as local municipalities, state agencies, developers, landowners, utility companies, and project consultants. Background experience related to design plan review include the following:

  • NYSDOT standards and specifications and permit requirements
  • Utility design, including municipal water and sanitary sewer service plans and profiles.
  • Knowledge of work zone traffic control plans.
  • Basic knowledge of traffic studies including MUTCD and AASHTO standards.
  • Site design and layout of vehicular and pedestrian circulation, parking, and loading.
  • Highway design, including street and sidewalk plans and profiles.
  • SEQR review, including compliance with SEQR procedural requirements.
  • Background in stormwater management, storm drain, erosion, and sediment control design. Knowledge of NYSDOT environmental criteria, policy, and requirements a plus
  • Basic knowledge with federal, state, and local stormwater and floodplain permitting and experience in obtaining various permits
  • Ability to present site plan and report review findings.
  • Attend local land-use regulatory board meetings as needed
  • Perform other duties as assigned

REQUIREMENTS
  • Bachelor's Degree in Civil Engineering
  • 5-10 years of Design or Transportation Planning and Engineering work experience
  • Knowledge and experience with NYSDOT projects and permit application process preferred.
  • Registration as a Professional Engineer (PE) in the State of New York a plus.
  • Excellent verbal and written and communication skills
  • Self-starter who can work independently and with team members

COMPENSATION

The approximate compensation range for this position is $100, 000 - $115, 000 (without P.E. license) and $115, 000 - $135, 000 (with P.E. license). This compensation range is a good faith estimate for the position at the time of posting.
