Job Description

Under the guidance of the NYC Department of Investigation (DOI), the New York City Housing Authority (NYCHA) Office of the Inspector General (OIG) conducts confidential and sensitive investigations into allegations of fraud, corruption, misconduct, and other improper activities by NYCHA employees, residents, and contractors. OIG also conducts proactive and systemic investigations of NYCHA’s operations, policies, and finances, which result in broad-based policy recommendations as well as significant financial recoveries and criminal prosecutions.

NYCHA-OIG is seeking a Confidential Investigator L2, who will work under supervision, with some latitude for independent judgment and decision making. Working closely with the supervisory staff, the selected candidate will assist in training newly hired OIG Confidential Investigators and DOI Interns in the basic methods and techniques on conducting an array of vendor and tenant fraud investigations and/or relevant employee misconduct.

The selected candidate will perform assignments that may include, but not be limited to the following:

  1. Develop an understanding of NYCHA’s policies, procedures, and programs.

  2. Conduct comprehensive investigations relating to NYCHA residents, employees, and vendors.

  3. Conduct fieldwork, interviews, and special projects, as needed.

  4. Conduct background checks of for-profit and not-for-profit vendors and principals seeking to do business with NYCHA.

  5. Research and analyze records/documents of related investigative materials.

  6. Prepare and edit reports regarding investigative findings which include recommendations to NYCHA.

  7. Review memoranda, correspondences, agreements, and reports.

  8. Participate in various investigative operations including undercover surveillance, executing search warrants and arrests.

  9. Interact as necessary, with other Managerial staff, as well as with NYCHA officials and representatives from other law enforcement agencies and/or prosecutors’ offices.

  10. Testify at hearings/trials regarding investigative findings.

Qualifications

  1. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and four years of satisfactory full-time experience in an industrial or governmental agency in the field of investigation, auditing, law enforcement, security, inspections, or in a major operational area of the agency in which the appointment is to be made; or

2.A baccalaureate degree from an accredited college or university; or

  1. Education and/or experience equivalent to "1" or "2" above.
