S ummary

Senior Planner will analyze and evaluate capital investment strategies to plan for the MTA, including creating the MTA's 20 - Year Capital Needs Assessment and five-year Capital Program s . This involves work ing with MTA operating agencies' subject matter experts to develop and prioritize capitally eligible needs proposals a nd assisting in training staff to conduct similar tasks. The Senior Planner will analyze , create, and develop plans for the MTA, including various programmatic and project - specific transportation investment proposals . The Senior Planner will d evelop reports and presentation materials for internal and external purposes, as well as reports on special C&D initiatives and other programmatic performance metrics.

Responsibilities

The Senior Planner will contribute substantially to all, or a subset therein, of the following core Planning activities:

Assist with the planning, developing, and identifying priorities within MTA’s Twenty-Year Needs Assessment and 5-year Capital Program.

Coordinate the development of the MTA's plans and programs.

Contribute to the formation of capital objectives and strategies for the MTA.

Develop and e valuate project investment alternatives, including cost/benefit analyses, business cases, lifecycle costs and comparative evaluations for multiple proposals and initiatives.

D evelop and evaluat e capital investment strategies.

Perform quantitative and qualitative analyses.

Work collaboratively with operating agency subject matter experts.

D evelop long-range planning strategies, documents, and communication tools.

Utilize GIS, data visualization tools and dashboards to d evelop ing graphics, maps and other visual materials.

Foster and coordinate team relationships within the MTA operating agencies and outside parties.

Quantify the benefits of investments, including models to estimate operational cost savings.

Work with consultants, review consultant deliverables, and provide timely and thoughtful feedback that improves the quality of deliverables.

Utilize large databases, including asset assessments, asset inventories, regional planning information, transit usage, climate risk data, and energy utilization data.

Education and Experience

Bachelor's degree from an accredited college in Business, Engineering, Accounting, Finance, Public Administration or Public Policy, City or Urban Planning, Transportation, or a related field .

Minimum of four (4) years of satisfactory full-time professional experience.

Master's degree preferred.

AICP or PE certification/license is a strong plus.

Passion for improving New York’s public transit system.

Familiarity with the MTA network and the MTA Capital Program.

Experience with project planning, scheduling, and/or budgeting.

Excellent communication and interpersonal skills.

Excellent organizational and presentation skills.

Demonstrated ability to work with all internal levels within a given organization.

Demonstrated ability to work in a high - profile, high - pressure environment effectively.

Strong technical skills, including proficiency in MS Office, data analytics, visualization tools, and spatial analysis using GIS or similar mapping tools.

Other Information

As an MTA Construction & Development employee, you may be required to complete the New York State financi al disclosure statement – annually if your position earns $ 108,638 (this figure is subject to change) per year if the position is designated as a policymaker.
