Maritime Administration Program Support Specialist (Open to both U.S. Citizens and Federal Employees) in Oakland, California

Summary This position is established to provide technical support for a broad range of ship operations activities, including but not limited the preparation of documents in the Department of Transportation (DOT)/MARAD contract writing system ESC-PRISM and the program offices' Ready Reserve Force (RRF) Management System (RMS). Responsibilities As a Program Support Specialist, you will: Serve as the Area Division HQ office liaison with the Office of Human Resources (OHR). Independently performs human resources management and administration advisory functions for the division. Coordinate with building authority to insure Area Division employees’ access into federal building and garage and acts as the Trusted Agent of The Issuer access agency system Card Management System (CMS) initiates process and address issues concerning provisioning employees Personal Identification Verification (PIV) cards to access DOT networks Serve as back up office administrator, serving as the Ship Operations secondary point of contact and liaison for the electronic communication between the Office of Ship Operations and Office of Acquisition and Finance Department Provide information for software usage in RMS, relating to programs such as RMS, ESC-PRISM, and DELPHI. The employee is responsible for adapting to required programming changes and updates, which facilitate the formulation of the business plan and the execution, and tracking of it. The Ideal CandidateIs a mid-level individual with experience in processing and preparing technical documents, consolidation, revision, tracking and reconciliation input from the Area Division's Mangers and technical staff and developing into contractual terms for input into the DOT/MARAD contract writing systems. TIME-IN-GRADE:Federal applicants must have served 52 weeks at the next lower gradein the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience utilizing computer based software programs, such as windows, word processing, spreadsheet, database, email, project management, etc. To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience utilizing computer software for program-monitoring functions in procurement systems, vessel maintenance systems, to produce management and contractual documents and reports. Experience extracting information from vessel maintenance systems and preparing contractual documents in a procurement system for task orders, performance reports, and financial work order close outs. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience utilizing computer software for program-monitoring functions in procurement systems, vessel maintenance systems, to produce management and contractual documents and reports. Experience extracting information from vessel maintenance systems and preparing contractual documents in a procurement system for task orders, performance reports, and financial work order close outs. Experience in process improvement to assure consistency and standardization on all processes. You cannot qualify on education at the GS-12 level; you must have experience.
