This position manages all business aspects of the Coastal Sciences Division (COA). Manages all financial accounts for COA including Education and General (E&G) and overhead accounts, accounts, grants, development accounts and division foundation funds to ensure sound fiscal management. This positions helps monitor payroll projections, time and effort reporting, and compensatory time tracking. This position also collaborates with COA Faculty and Research Scientists on sponsored project budgetary tasks including, but not limited to, proposal budget development, and indirect recovery and supports purchasing and travel as needed. This position provides direct administrative support to the School of Ocean Science and Engineering (SOSE) Associate Director.
Primary Duties and Responsibilities
Coordinates and analyzes fiscal operations for COA, including managing and maintaining overhead, development and grant budgets, and coordinates with the Interim Director, Strategic Planning and Fiscal Affairs on the expenditure and management of all E&G and designated funds. Maintains communications with Associate Director to address budgetary problems and financial plans. Manages COA USM Foundation development funds, including scholarship contributions and charitable gifts; ensures proper expenditures and reimbursement procedures, ensures compliance with USM Foundation and IRS guidelines.
Manages required paperwork associated with academic financials, including payroll forms and processes, Graduate Assistant paperwork, and faculty paperwork. Coordinates with numerous financial and support offices to conduct departmental business.
Provides direct administrative support to the faculty and researchers of the Division of Coastal Sciences by assisting with pre-award proposal development and post-award grants and contracts. Provides oversight, tracking and reporting of financial activities for grants including managing payroll, managing budgets for all projects, purchasing, accounting, monitoring and managing indirect cost distributions. Reconcile monthly detail reports in SOARFIN for program grant and designated account expenditures. Provide financial management of research grants, including budgeting, revisions, and forecasting. Must remain current on federal grant and contracting compliance requirements.
Provides program/project management, with specific tasks including: managing time/effort reports; assisting principal investigators with grant management; assisting with general and project-specific data management. Regular communication will be required internally with ORA and externally with state, federal, and private sponsors.
Performs other duties as assigned.
A Bachelor's Degree in business administration, accounting, management or related field from an accredited college or university and 2 years’ experience related to the described duties or the equivalent combination of education and experience. Advanced education may be substituted on a year-for-year basis for experience.
