Responsibilities:

  • Collaborating with managers to build meaningful and actionable budgets and then actively advise on implementation status and suggested modifications to the plan.
  • Reviews and writes agency Decision Packages and Fiscal Notes and answers questions from the Governor's Office and the State Legislature. These communications require the ability to use persuasive and technical writing skills for credibility.
  • Manages all aspects of DNR budget activities (operating and capital) for Employee and Enterprise Services Programs.  
  • Consult and train DNR program staff in budget processes.  
  • Conducts in-depth analysis of budget issues as assigned by the Administrative Services Budget Manager and/or Budget Director.

     

Qualifications

This may be filled as an in-training position. *This is designated as a 12-24 month training plan. If you complete all elements of the training steps in a shorter amount of time, we may waive the remainder of the time required. Depending on qualifications, candidates will be considered as *Budget Analyst 3/BA4 In-Training *or *Budget Analyst 4. Budget Analyst 3/BA4 In-Training (Salary range: $4,723 - $6,349 per month):

  • Bachelor's degree in business, public administration, accounting, economics, or statistics; OR a combination of education and/or experience equivalent.
  • Knowledge of the state budget process including biennial appropriation requests, developing and building a state budget request, and allotment requests.
  • Knowledge of the State Allotment System (TALS) and Agency Budget System (ABS)
  • Knowledge of budgeting systems including allotments, variance reports, performance measures, and activity-based budgeting.
  • Knowledge of Microsoft Excel, Visual Basic/Excel macros, PowerPoint, Financial Reporting Software, and Systems.
  • Knowledge of Cost Allocation Methodologies.

*Budget Analyst 4 *  (Salary range: $5,615-$7,552 per month):

Bachelor's degree in business, public administration, accounting, economics, or statistics AND two years of professional experience in budgets, management, or program analysis; OR a combination of education and/or experience equivalent.

Knowledge of the state budget process including biennial appropriation requests, developing and building a state budget request, and allotment requests.

Knowledge of the State Allotment System (TALS) and Agency Budget System (ABS).

Knowledge of budgeting systems including allotments, variance reports, performance measures, and activity-based budgeting.

Knowledge of Microsoft Excel, Visual Basic/Excel macros, PowerPoint, Financial Reporting Software, and Systems.

Knowledge of Cost Allocation Methodologies.

Demonstrates initiative and develops fresh ideas that provide solutions to all types of workplace challenges.
