GE Vernova Lead Specialist Operational EHS – Services and Projects in Ovidiu, Romania

Job Description Summary

The EHS Lead Specialist position reports hierarchically to the Portfolio EHS Leader and provides day-to-day EHS support for a set of sites within the define area of work in Romania & Kosovo. The scope of work considers all WTG generators and include, warehouses, service activities, contractors’ management, and GE staff. They are the EHS Support managing EHS at site and provide EHS operational support as well as EHS advice to proposed safer solutions in day-to-day operations. Manage EHS KPI’s (EHS Concern, ATS, I&I etc), unsure correct assignment of Concern report & Finding, follow-up until closure.

Serve as an escalation point for customer resolution and POC for multi-site customers. The EHS Lead Specialist is also a key advisor and support to local Service Managers.

The Project & Service EHS Lead Specialist unsure compliance with local EHS Laws, Regulations and Procedures? support and Drive the achievement of a Zero Harm Culture, provide Factual and Effective Communication to influence stakeholders, field technician & Contractors.

Job Description

Ensure compliance with Laws, Regulations and Procedures

  • To interpret Laws, Regulations and Procedures, considering all relevant local / national EHS standards in the organization.

  • Prepare EHS Documentations as requested (EHS Risk Assessment, Weekly Reports, Incident Report)

  • Review Site Simplified Work Plan and site procedures and develop updates when needed.

  • Regularly review the sites Emergency Plan, ensuring all required materials and equipment is in place, where required it is tested, and the persons required to use it are trained.

  • Train people to understand laws, regulations, and procedures, offering guide to risk mitigation when necessary and advocating for ongoing improvements to equipment and people safety through engineering controls, developing risk assessments.

  • Support Service Area at Simplified Work Plan

  • Ensure Emergency drills are carried out at least quarterly; these may be focused on specific events, rather than a full site evacuation each quarter.

  • To ensure products, equipment’s and tools are designed to meet Safety standards, following up contractors and Major Components Exchange/Blades team mobilizations, ensuring proper approval and documentation availability.

  • Regular scheduled Audit activities: Simplified Work Plan, Legal and GE documentation compliance for GE and contractors, Site inspections.

  • Manage site inspections carried out by regulatory agencies

  • Manage the retention of the EHS required documentation

  • Perform Simplified Work Plan audits, contractor audits and others, reporting and registering audit results & corrective actions in GE System.

  • Support contractor mobilization and MCU / Blades teams on the defined scope of wind farms ensuring that companies are approved, and documentation is up to date

  • Ensure that GE compliance applications like Gensuite, Comply Works, SGS, etc. are fully implemented.

  • Reporting systems: Review periodically all information reported, ensuring correct recording, assigned responsibilities, deadlines, and proper event closing,

Support and Drive the achievement of a Zero Harm Culture

  • To recognize trends and patterns, taking and advising actions to avert potential risks before they create an incident

  • Ensure that all applicable EHS incidents are reported in a timely fashion, investigated properly, and classified and reported according to GE requirements and applicable governmental regulations.

  • Manage any on site incidents/accidents to ensure the required actions are implemented expediently and assist with conducting accident/incident investigations.

  • Assess Injuries related work relatedness and recordability

  • Periodic review events recorded at the Gensuite assuring data accuracy.

  • implement initiatives and programs designed to reduce injuries within all sites within your area of influence

  • Collaborate in the development of the yearly training and learning plan and ensure implementation in your area

  • support local initiatives for equipment guarding standards and the engineering of safer tools and machines.

To influence stakeholders

  • Liaise with Contractors/Subcontractors, insurance representatives, local medical services, local fire and police departments, local regulatory agencies, and Customer/Client on EHS related matters.

  • Advise the management of GE of unsafe acts/conditions observed on the field for prompt corrective action to eliminate the unsafe act/condition.

  • Maintain follow up activities with field technicians at least monthly.

  • Provide input for site level EHS goals and objectives

  • Meet regularly with service and site managers to understand local needs for support

  • Meet regularly with technical engineering/product safety departments - interface and deliverable needs for support

  • To be able to identify main stakeholder and advocate with each one of them to provide win-win situations, while providing safety protection to employees and working environment while avoiding ineffective or inefficient solutions

  • Serve as coach, mentor, and trainer for local management team, including site managers and other key leaders in safety, being able to implement continuous improvement initiatives cross-functionally.

  • Support Region EHS Manager and Service Manager in decision taking for the region

  • Support and motivate the employees and people leader to assess the risks, while providing EHS guidance.

To provide Factual and Effective Communication

  • Presenting factual, understandable information to a variety of constituencies both external and internal to ensure public and employee confidence

  • Conduct EHS trainings and awareness sessions to all personnel in the assigned areas, adapting terminology and language as necessary to ensure proper learning and knowledge transfer.

  • Ensure periodical EHS meetings are held in all levels to involve the organization and, facilitating the preparation and formally recording information, supporting and facilitating the preparation.

  • Identify best management practices that may be of use to other sites and communicate these to the EHS and service team.

  • Ensure that the risk assessment/JSA is communicated to anyone who is involved or could be affected by the task before the task begins.

  • Be the advisor and guide to site managers on deployment of EHS strategy, relevant changes in the regulations, and initiatives to improve performance in EHS.

  • Follow up and communicate local EHS metric per established schedules, supporting site managers in its interpretation

Qualifications

  • Technical background in electricity, mechanical, WTG Installations etc.

  • Locally or internationally recognized professional EHS qualification, like NEBOSH ICC or ICG

  • Good knowledge of Microsoft office, web-based tools

  • Physical condition and fitness to climb a wind turbine

  • Good knowledge and understanding of local rules/regulations framework, interactions between authorities

  • Technical Skills: Skilled level in EHS Risk Assessment, EHS Guidelines and Processes, EHS Audits and Assessments, Regulatory Compliance, Incident Management and Root Cause Analysis and EHS Management System; Process development and optimization, continuous improvement and lean.

  • Technical Skills: Awareness level in Security and Crisis Management

  • Soft skills: Skilled level in Influence and communication, resilience and change management, performance, resources and conflict management, Employee relations and team engagement, vision and goals setting and analytical problem solving

  • Languages : Fluent English skills and local language Romanian (written and spoken)

  • Experience: 5 years of experience in wind field operations and/or EHS, ideally in wind business

  • Travel Requirements: 40% to 50% of the time with a focus on Constanta wind Farm

Desired:

  • Familiar with OSHA (US) regulatory requirements.

  • Familiar with ISO 45001, 14001 Certifications framework

  • Technical background as a Wind Turbine Technician is a considered an advantage.

  • GWO (Global Wind Organization) qualifications (WINDA code).

  • Local training considered as advantage
