Naval Sea Systems Command RESOURCE MANAGER in Pascagoula, Mississippi

Summary You will serve as a RESOURCE MANAGER in the SUPERVISOR OF SHIPBUILDING, C&R, GULF COAST, PROJECT OFFICE (C150) of SUPSHIP GULF COAST. Responsibilities You will coordinate, monitor, and expedite the efforts of the SUPSHIP office and supporting NAVSEA activities throughout the ship construction period focusing on material readiness for events necessary to ensure timely ship delivery. You will establish and maintain the processes and procedures required to manage Government Furnished Equipment (GFE) and Government furnished material (GFM). You will monitor the activities and problems confronting the shipbuilder, certification and classification agencies and SUPSHIP directorates by conducting regular conferences and establishing a reporting system. You will provide technical expertise in material management issues facing the Project Office. You will coordinate repair work of Government owned equipment on assigned ships. You will manage assigned budgets to ensure availability of funding. You will assist in the planning for the timely availability of funds and identify developments that may cause this projection to be revised. You will ensure that technical data furnished to the contractor is accurate and complete in an effort to anticipate and resolve potential problems before they can delay and/or disrupt the orderly design and construction of Navy ships. You will communicate with top agency officials within the agency and key officials at headquarters office, other Federal activities, private contractors, etc. who represent program interests. You will function as the principal material readiness point of contact from start of construction though delivery and subsequent ship departure. You will make many decisions concerning such things as interpretation of considerable data, planning of the work, or refinement of the methods and techniques to be used. You will establish criteria, formulating projects, and assess program effectiveness. You will provide coordination/guidance/assistance to Ship’s Force relative to crew move aboard, ship load out and other ship/crew integration activities. You will resolve conflicts between support organizations. You will recommend, plan and execute improvements in organizational structure, manpower, personnel training, policy and procedures. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing guidance on ship design, testing, construction or operation of Naval Ships (e.g. program management, logistics management, contract administration, business management or information systems) to oversee new construction and modification work on US Navy Surface Warships.
