Technology Security Associates, Inc Senior Program Analyst in Patuxent River, Maryland

JHNA is seeking a Senior Program Analyst to provide support. Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.

Duties/Responsibilities:

  • Support tasker and drills related to procurement matters
  • Support procurement planning research for team leads
  • Collaborate with IPT leadership and functional leads to establish milestone schedules for contract awards, contract delivery orders, and contract modifications
  • Maintain standardized usage of the Acquisition Management System Procurement Management Tool (PMT) that supports team lead's management of their procurement package development (NAVAIR terms as Procurement Initiation Document (PID) management).
  • Ensure timely initiation of procurement via PMT
  • Ensure accurate procurement status through award in PMT
  • Ensure procurement actions in PMT link to validated spend plan via Acquisition Management System Common Spend Plan Tool
  • Plan and coordinate Procurement Planning Conferences (PPC)s and draft and route Procurement Planning Agreements (PPA)s through appropriate stakeholders for approval and signature
  • Draft Program Initiation Documents (PID)s and prepare and compile PID package documentation such as Statements of Work (SOW)s and Contract Deliverables (CDRL)s and Ensure quality and accuracy of written work during PID development
  • Prepare documentation and facilitate Data Requirements Review Boards (DRRB)s to ensure PID readiness
  • Serve as a board member on sole source PPCs and DRRBs providing Procurement Management guidance
  • Ensure PID quality check prior to sending to the Procurement Group for review and release to industry
  • Ensure facilitation of technical evaluations on sole source efforts
  • Track and monitor contract actions in the PMT
  • Collaborate with IPT Leads and functional leads to write acquisition documents including Streamline Acquisition Plans (STRAP)s and Justification and Approvals (JandA)s
  • Collaborate with Budget Financial Managers (BFM)s and IPT Leadership to draft IPT Spend Plans, analyze and monitor funding execution, and draft Spend Plan Identification (SPID)s in Common Spend Plan Tool (CSPT) for approval
  • Draft purchase request information and material worksheets and provide to the IPT BFM for comptroller approval
  • Maintain configuration control of IPT acquisition documentation and use Microsoft Teams to organize and store documents
  • Monitor IPT team member actions in Microsoft Planner
  • Track Letters of Request by Prime Contractor Vendor
  • Provide IPT administrative support; meeting facilitation, PMR input, and drafting various types of briefing materials
  • Assist PMA Acquisition and IPT with the completion of quarterly and adhoc reports in the Development and Acquisition (ASN (RDandA)) Information System (RDAIS)
  • Assist PMA Acquisition and IPT with the completion of yearly Modernized Selected Annual Report in theDefense Acquisition Visibility Environment(DAVE)

Qualifications Required:

  • MS or MA degree in business, management, or an engineering management discipline; Allowable Substitution: a BS or BA degree and an additional four (4) years of experience.
  • Over ten (10) years of experience in program management, technical or business analysis discipline; and included in the ten (10) years there must be at least five (5) years of NAVAIR experience related to program management support.
  • Proficiency with AMS suite of tools, to include PMT, CDRL and CSPT
  • Understanding of IDIQ contracts and the Procurement Process
  • Familiarity with d afting SOWs
  • A minimum of five (5) years of experience providing acquisition and project management support
  • Strong written, analytical and communication skills
  • Proficiency with MS Office, including Word, Excel and PowerPoint
  • Proficiency with Microsoft Teams, Planner, and OneNote
  • Demonstrated experience in the program/project status and schedules
  • Must have an active Secret clearance

Qualifications Desired:

  • Knowledge of NAVAIR PEO and PMA program offices is desired
  • Demonstrated knowledge of SECNAV, OPNAV, and OSD policy and documentation related to Planning, Programming and Budget Execution process, life-cycle management of military acquisition programs
  • Experience in processing program acquisition, funding and contract documentation for military programs
