THE POSITION

Do you possess a degree or professional certification in accounting and have a working knowledge of Government Auditing Standards and/or AICPA Professional Standards? If so, the Department of the Auditor General (DAG) is looking for a motivated self-starting individual like you to join our team of fiscal watchdogs. DESCRIPTION OF WORK

As a Quality Assurance Specialist 1, you will work within the Office of Quality Assurance and Technical Services (OQAT), assisting the office in fulfilling audit quality control and assurance responsibilities for the department including analysis and monitoring efforts in accordance with Government Auditing Standards (GAGAS).

Specific duties will include:

  • Providing input on the development of department-specific audit policies and procedures in response to standards activity, external peer review findings, input from standard setting bodies, internally identified areas of risk to the department’s system of audit quality control, and department-specific initiatives.

  • Execution of ongoing monitoring procedures required by GAGAS and/or the department audit policy and procedure manual as well as any requested by the office’s other Quality Assurance Specialists (QAS), Quality Assurance Manager (QAM), director and/or Deputy Auditors General.

  • Reviewing relevant professional auditing and attestation standards, laws, regulations, manuals, and directives to assist with:

    o Determining the impact on the department’s system of audit quality control and the conduct of its audit/engagements. o Proposing implementation strategies.
  • Providing input on proposed strategies for risk management of identified matters that impact the department’s system of audit quality control and providing input on proposed recommendations to avoid/mitigate those risks.

  • Working in conjunction with other Quality Assurance Specialists to formulate responses to requests for technical guidance and assistance on audit-related matters.

  • Researching and analyzing auditing, accounting, or quality control-related compliance matters (i.e., ethical considerations, criminal justice information, confidential policy, etc.) identified within or external to the office.

  • Developing and maintaining a current working knowledge of department and office policies and procedures to engage department-wide in applying the technical aspects of audit-related criteria unique to each office and bureau, as necessary.

  • Providing input on best practice solutions and corrective action recommendations based upon the knowledge and experience gained by performing internal monitoring procedures.

  • Preparing and retaining the office’s internal monitoring documentation to communicate procedures, results, conclusions, and recommendations.

  • Assisting with the internal coordination of the department’s GAGAS required, triennial external peer review.

  • As requested by the National State Auditors Association, participate in external peer reviews of other state audit organizations.

  • Assisting with monitoring audit quality control activities and issues related to governmental audits at the state and national levels.

  • Assisting with developing and delivering presentations pertaining to technical auditing standards and policy and procedure matters.

    Work Schedule and Additional Information:

  • Full-time employment

  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.

  • Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Possession and maintenance of an active license as a Certified Public Accountant (preferred) or other certification relevant to the auditing profession. A master’s degree with accounting credits will be considered in lieu of a CPA license or relevant certification.

  • Minimum of 3 years auditing experience conducting engagements in accordance with Government Auditing Standards and/or AICPA professional auditing or attestation standards; and

  • Minimum of 2 years review experience to ensure audit documentation complies with applicable professional auditing and/or attestation standards.

    Additional Requirements:

  • One or more of the following certifications:

  • Certified Public Accountant (CPA)

  • Certified Fraud Examiner (CFE)

  • Certified Government Auditing Professional (CGAP)

  • Certified Government Financial Manager (CGFM)

  • Certified Internal Auditor (CIA)

  • Certified Information Systems Auditor (CISA)
