Organization of the Joint Chiefs of Staff SUPERVISORY PROGRAM ANALYST (JOINT/COMBINED C4/CYBER INITIATIVES) in Pentagon, Virginia

Summary This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will serve as a Multi-National Framework & Program Integrations Specialist in Joint Staff J6 Directorate, Coalition Coordination Branch, Coalition Interoperability Division of the Dep. Director for Cyber & Command, Control, Communications and Computers (C4) Integration. Responsibilities As a SUPERVISORY PROGRAM ANALYST (JOINT/COMBINED C4/CYBER INITIATIVES) at the GS-0343-15 some of your typical work assignments may include: Advisor for integration and interoperability issues of Joint and Coalition Command and Control (C2) capabilities, information sharing systems and NATO processes and procedures. Provides cogent advice, overseeing strategies and influencing and implementing recommendations from concept development through executive decision-maker framework and program approval. Leads the formulation of strategic plans, supervises implementation of programs and execution policies related to coalition Command and Control (C2) and information sharing for critical current and potential future missions with our Allies and other partners. Responsible for leading development of frameworks to guide establishment of future federated mission networks, information and data exchange policies, and operational employment procedures in synch with other DoD programs and initiatives. Advisor for building both Joint and Coalition consensus on Command, Control, Communications, and Computers (C4)/Cyber initiatives and continuously interface between senior representatives of the Joint Staff, Combatant Commands, Services and DoD agencies while coordinating with senior officials from HQ NATO, NATO Commands, Allied Nations and coalition mission partners in operational, technical and policy arenas. Provides continuing capability development, operational effectiveness, technical guidance and analysis to J6 Staff. Principal authority for programmatics concerning capability integration and application issues regarding Command, Control, Communications, and Computers (C4)/Cyber information sharing initiatives and multi-national frameworks. Requirements Conditions of Employment Qualifications You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 14 grade level in the Federal service: Delivers Command, Control, Communications, and Computers (C4)/Cyber Command and Control, information sharing capability field to the Joint, NATO, Allied and Coalition Warfighting environments. Applies assurance and validation activities to improve interoperability, identifying interoperability gaps and provide solutions for US and Allied Command and Control (C2) info sharing capabilities, associated computer networks, communication architectures, C2 procedures and processes during NATO, Allied and Coalition operations. Served on a NATO and/or Combined Joint Task Force staff utilizing knowledge of NATO's Military organization, policies, and acquisition process, operational planning procedures and conduct in crisis response operations. Utilizes current and emerging practices for Governmental, Non-Governmental Organization (NGO), Joint and Interagency operations including United Nations (UN) and multinational operations at the strategic, operational, and tactical levels. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
