This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak's sole and absolute discretion.

SUMMARY OF DUTIES:

The Senior Manager Engineer focuses on projects within the national network of Amtrak's stations, facilities, and properties. This position will function as a multi-discipline Project Manager and electrical engineering subject matter expert for the assessment, budget, schedule, design, accessibility, construction, regulatory compliance, and closeout of state of good repair projects per Amtrak's requirements and common industry practices. This position requires the ability to work independently from inception through completion, align and report to stakeholders, collaborate to build teams and deliver projects, identify and control change and resources, develop and implement procurement and contract documents, develop fit-for-purpose construction documents, and audit work for quality assurance. The role requires continual monitoring and progressing of multiple projects through differing stages of work.

ESSENTIAL FUNCTIONS:

Manages and controls a portfolio of projects by establishing a collaborative partnership with the project manager/architects and stakeholders to establish design project's scope, schedule and budget. Develop and/or review technical scopes of work to retain professional design services for the station projects pre-design, design and construction the nationwide Amtrak system. Monitor established budget at key design submission intervals along with the project manager/architect. Provide financial project reporting and projections utilizing current enterprise wide reporting systems. Manages portfolio decisions, communications, metrics and reporting. Prepare issue analysis to assist in making key project related decisions, and in making presentations to stakeholders as well as executive leadership. Review the design process including alternative analysis to support projects developed by consultants as well as those produced in-house. Manage and mediate the expectations of competing stakeholders in a matrix organization for a portfolio of projects. Supports the development and maintains departments' standard design and project management practices to drive efficiency. Hires, mentors and coaches staff (project managers, architects, engineers, and interns), and ensures adherence and input into the departments standard design and project management practices. Strong understanding of design and construction best practices. Professional design review of internal and external design submissions for compliance with Amtrak design standards and best practices. Coordinate and bring consensus to the design review amongst other internal and external stakeholders. Collaborate with bus ness lines, engaging internal and external stakeholders to determine station needs and priorities throughout the system. Identify, initiate, and manage key partnerships between departments to deliver Amtrak station projects in a single mobilization, whenever this aligns with Amtrak Strategic Goals. MINIMUM QUALIFICATIONS:

Bachelor's Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree. Professional Electrical Engineer licensedwithin the United States of America This position requires expertise in delivering solutions which integrate Code and Regulation compliance including ICC and NFPASuite, DOTAS, ADAAG 2010, and ANSI A117.1. Multiple and Single Project values may exceed $150-million annually and approximately 100-stakeholders each. The position requires leadership and integration with internal and external finance, project managers, planners, architects, engineers, procurement, construction, forces, project delivery, operations, customer service, regulatory requirements, governing authorities and agencies, 3rd party hosts and owners, and reporting of projects to multiple stakeholders. Candidates shall have experience on all phases of a multiple discipline projects of various contracting strategies including design-bid-build, design-construct, and turn-key. Strong design and project management skills with prior experience managing a portfolio of projects. Strong written and verbal communication skills with ability to present complex information to a diverse audience of stakeholders and executives. Ability to network with internal and external stakeholder, and leverage relationships to resolve issues on a portfolio level. Effectiveness working diplomatically across teams with varying objectives. Demonstrated knowledge of Microsoft Office (Word, Excel, Access, PowerPoint, Project) and Adobe Acrobat. Familiarity with and facility with AutoCAD and/or Revit a plus. These include proficiency with the facilities design and delivery process from inception through closeout with an emphasis on contractual agreements, design solutions, construction documents, and leading projects successfully through the delivery process. Mastery of design and construction common best practices including resolution on approach. Ability to understand architectural, multi-discipline engineering, and construction technics and scope complexities as well as manage overall program delivery

PREFERRED QUALIFICATIONS:

9-12 years of relevant experience preferred USGBC LEED GA or AP. Project Management Institute (PMI), Project Management Professional (PMP). Planning, NEPA, and SHPO project history and certifications. Understanding of railroad business functions, operations, and design and construction processes. Previous railroad projects including stations, facilities, and properties.

WORK ENVIORNMENT:

The Stations Design and Delivery department is a collaborative, multi-discipline group consisting of designers, architects, engineers, and project managers from interns through licensed professionals. The Senior Manager Engineering shall maintain a high level of professionalism and represent Amtrak as a leader in aligning stakeholders, progressing work, delivering projects on-time and onbudget, and accomplishing Amtrak's goals.
