POSITION SUMMARY

Enforces environmental violations such as litter, illegal dumping, improper refuse and recycling set out, etc. for quality of life improvements and health of residents; assists with outreach to public by participating in campaigns, education, and initiatives created by Department of Public Works and the “4 Es” strategy of Enforcement, Education, Empowerment, and Eradication of trash related issues.

Qualifying Requirements :

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE : The application must clearly show one (1) year of full-time experience in recycling and solid waste management. (Less than full-time experience will be calculated on a pro-rated basis).

  • EDUCATION/TRAINING : The application must clearly show an Associate Degree or two years of completed post secondary education in any field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

  • EQUIVALENCY : Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The total qualifying Requirement is three (3) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

CIVIL SERVICE EXAMINATIONS

POSITION DUTIES

E - Empower

  • Implements, expands, and innovates the City’s comprehensive Goals on Littering & Illegal Dumping (GOLD) plan.

  • Investigates, responds effectively to, and efficiently resolves requests made by the public to 311 .

  • Works cooperatively with Department of Public Works colleagues and partner agencies on timely responses to requests and proactive actions to thwart requests.

  • Stays informed of codes and ordinances affecting the abatement of litter.

    E - Enforce

  • Conducts inspections of illegal dumping hot spots on public property and on other city roadways, right of ways and alleys prone to illegal dumping and ensures compliance with the City’s Municipal Code and the GOLD plan.

  • Enforces laws and issues citations pertaining to illegal dumping/littering in streets, alleys, dump sites, private property and public places.

  • Represents the City in local court.

  • Tracks collection and routing of fines and/or documentation of community service.

    E - Educate

  • Builds trust with public by seeking, assessing, documenting, and improving public perception and actual responses to trash violations.

  • Demonstrates and broadcasts consequences for trash violations.

  • Advances education initiatives to improve public behavior and awareness.

  • Represents the Department of Public Works in liaising and educating neighborhood groups, schools and other city-wide groups (i.e., Clean Pittsburgh Commission, Allegheny Cleanways, Friends of the Riverfront, Pittsburgh Parks Conservancy, etc.).

  • Researches and recommends best management practices (BMPs) that may be implemented in reducing litter.

  • Informs and implements policy changes in reducing litter, reducing illegal dumping, and conducts investigations of illegal dumping and removal efforts; fragmented and duplicitous ways, develops absorption schedule to centralize trash.

  • Performs such other related tasks and duties that are assigned or required.

  • May work evenings, weekends, or holidays.
