Summary About the Position: Serves as Budget Officer and technical advisor to the Chief of the Resource Management Office (RMO). Provides the full range of budget subject matter expertise and performance validation to the Resource Management Budget Team utilizing high proficiency in accounting systems and related documents to locate and analyze budget data for substantive programs. Responsibilities Integrate knowledge of budgetary processes to improve efficiency and anticipate client needs for quality products. Follow administrative techniques to generate and track information in financial management system. Administer a full-time equivalent (FTE) based manpower management program. Serve as liaison and brief managers, budget office, and other staff offices with the budget process. Manage all capital investment programs including the Revolving Fund Plant Replacement and Improvement Program (PRIP) for both the district and the region. Review budget requests for compliance. Forecast manpower needs for future years. Analyze organizational alignment, workload reports, staffing charts, and staffing justification data. Plan, formulate, justify, implement, and administer budget and financial management activities for both short-term and long-range programmatic plans and budgets. Analyze program and budget guidance for District operations. Research and interpret appropriations law for budget justification. Follow budget formulation principles for review, editing, and consolidating budget requests, expenditures, and obligations. Interpret laws, regulations, policies, and procedures to address financial and budgetary issues. Establish financial management procedures and interpret general funding requirements in terms of local needs, plans, and policies. Provide technical advice in financial and budget matters. Organize various budget, financial, and funding data to prepare reports and analyses. Supervise and lead a team of financial management employees; assigning tasks based on difficulty and requirements, plan and review work completed to ensure accuracy and efficiency. Serve as a liaison between program managers and other offices. Use computers, software applications, databases and automated systems to accomplish work (i.e. Microsoft Excel, Pivot Tables, SUMIF, VLOOKUP) Requirements Conditions of Employment Qualifications Who May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. Specialized Experience GS-13: One year of specialized experience which includes 1) Formulating and executing budget proposals. 2) Administering a funding program that involves various appropriations. 3) Administering a manpower management program to ensure budgetary data is in compliance with organizational regulations and regional policies and procedures. 4) Demonstrating intermediate-level proficiency in a spreadsheet data visualization and analysis program i.e. Microsoft Excel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Budget Formulation, Justification, and Presentation Computer Skills Concepts, Policies, and Principles of Budget Financial Management Leadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is NOT authorized, based on a determination that a PCS move is not in the Government interest. Relocation incentive may be authorized if eligible and upon request. Must sign a service agreement if Relocation incentive is authorized.
