Job Summary: Under general direction, the Rate & Tariff Analyst role will develop, analyze, and maintain all aspects of the Company's retail and supplier tariffs. Ensures retail and supplier tariff accuracy for regulatory and compliance filings and ensures adherence to PA PUC (Pennsylvania Public Utility Commission) requirements. Conducts analysis and provides documentation and recommendations to the Sr. Manager in the preparation of rate and regulatory filings as well as rate and tariff related matters applicable to other utilities in the state and throughout the country. This position will research current and emerging rate/tariff issues and summarize findings as to their potential impact to the Company. In addition, the position will build and maintain strong relationships throughout the organization while ensuring that the policies and procedures of the Company are maintained.

Location: Hybrid, downtown Pittsburgh, Pennsylvania

Primary Duties and Accountabilities Assists with preparation of regulatory filings for the provision of retail electric services through the creation of supplements to both the retail and Electric Generation Supplier Coordination Tariff (EGS) tariffs in accordance with state regulation. Creates new retail and/or EGS tariffs, as applicable. Reviews and modifies transmittal letters and other supporting filing documentation to ensure accuracy and compliance with regulations. Provides analysis, interpretation and application of tariff rules, language and rates as well as related PA PUC statutes (e.g., PA Code, Title 66 - Public Utilities, etc.) within the Company as it pertains to the tariffs. Maintains understanding of charges applicable to the Company in the PJM OATT (Open Access Transmission Tariff). Develops and synthesizes data and assists in drafting the annual FERC formula rate filing and supporting attachments that are included in the PJM OATT. Conducts analysis on current and emerging issues in the electric utility industry, at the PA PUC, FERC (Federal Energy Regulatory Commission), etc. and summarizes the potential impact on the Company's rates and the tariffs (e.g., Community Solar, proceedings with other utilities, net metering, price to compare ("PTC"), standard offer program ("SOP"), purchase of receivables ("POR"), etc.). Identifies and recommends updates to the tariffs to support the business plan (e.g. load management, emerging technologies, time-of-use rates, etc.). Disseminates tariff information to appropriate parties on a current and as needed basis. Coordinates all tariff related activities with IT Services for posting on Company website. Participates with other Company departments to evaluate, develop, and implement procedures associated with new rate design and/or cost recovery mechanisms. Participates as the department representative on miscellaneous cross-functional Company projects. Other duties as assigned.

Education and Experience Requirements Bachelor's degree in Finance, Business Administration, or other related disciplines. Three (3) years of related experience on working with regulatory issues. Extensive experience in regulatory work and demonstrated analytical skills may be substituted for Bachelor's d gree.

Preferred Qualifications Proficiency in Microsoft Word (basic and advanced text manipulation, inserting images and tables, applying different styles, page layout customization, utilizing advanced options like headers, footers, etc.). Strong research skills. Prior experience in the utility industry. Strong attention to detail. Knowledge of utility operations and procedures. At a minimum, basic concepts of public utility regulation and ratemaking. Skills and Abilities Utilized in this Position Include Understanding the Company's tariffs and rate structures. Ability to compile, process and analyze information. Strong written and oral communication skills. Strong computer skills. Must be comfortable dealing with regulatory staff and senior Company management in the conduct of responsibilities. Normal office environment. May spend long periods sitting. May spend long periods in front of a computer monitor. Occasional travel within driving distance. Design - Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models. Inductive Reasoning - The ability to combine pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events).

Scope Primary focus is on daily deliverables, outputs and reporting. Typically, accountable for managing one's own time and workflow. Responsible for using prescribed guidelines to analyze situations and solve problems. Work activities are typically moderate to complex in nature requiring the incumbent to draw on previous knowledge to perform role. Continues to build knowledge base but has a solid foundation to act independently the majority of the time. Still draws on specialists, experts and managers when needed but less frequently.

Hybrid Work Position follows our hybrid work model, with a minimum of two days working in the office and the remaining days working remotely. Reporting location and frequency may be subject to change based on job role and department needs.
