ManTech Senior C5ISR Systems Test Specialist in Quantico, Virginia

Description & Requirements

ManTech is seeking a Senior C5ISR Systems Test Specialist with intimate knowledge of the DoD Acquisition process, Test and Evaluation of Information Technology solutions (application, network, system, environment, etc.) and experienced with developmental (DT), operational (OT), system and functional testing.

The Senior C5ISR Systems Test Specialist should be experienced in the design, documentation, and implementation of reusable engineering processes, test cases, test scripts, test plans, and test scenarios with a keen understanding of the process of traceability of test cases back to top level requirements.

Responsibilities:

  • Provide technical Test support of software and hardware products across a wide range of technical projects for military solutions

  • Create and implement reproducible engineering practices.

  • Design, implement, and conduct test and evaluation procedures to ensure system requirements are met.

  • Create test reports that detail all of the activities conducted during the testing period and a detailed summary of all test results.

  • Assist technical staff during project testing efforts including systems, functional, regression, integration & performance testing

  • Provide independent and credible information to decision-makers regarding system effectiveness, suitability, and survivability.

  • Assist in creating processes, procedures, functional and data requirements analysis, complex system analysis, and documentation preparation for complex systems to conduct experimentation with prototypes and gather feedback on system utility.

  • Serve as a subject matter expert providing testing know-how for the support of user requirements of complex to highly complex software/hardware applications.

  • Direct and/or participate in all phases of risk management assessments and software/hardware development with emphasis on analysis of user requirements, test design, and test tools selection.

  • Review government test plans and test reports for technical competence, effectiveness, and compliance with standards.

  • Observe and evaluate the execution of customer acceptance test activities.

  • Identify and document problems and issues, providing specific guidance on root-cause and remediation.

  • Assist in coordination and planning for Research & Development project Field User Evaluations, system certification events, and testing during Joint Service Exercise events.

  • Analyze the requirements for each test event, and support the presentation and formal review or audit of test results, providing briefing and decision support material.

  • Use Agile methodologies in consideration of development of Integrated Master Schedules (IMS) for Test and Evaluation events.

  • Design and implement Test and Evaluation Strategies (TES) and Test and Evaluation Master Plans (TEMP.)

  • Develop and execute test cases, test scripts, test plans, and test scenarios for all applicable requirements.

  • Interface with system developers and technical team members to review system requirements and construct effective test strategies.

  • Contribute to the entire systems development life cycle from initial business requirements, requirements and configuration management, to development, test, evaluation, and transition.

Minimum Qualifications:

  • In-depth familiarity with DoD, Marine Corps, and industry best practices, frameworks, standards, and policies related to test activities.

  • Expertise in testing across the entire system lifecycle, through existing or developed manual and automated methods, at all levels to include; unit, integration, system, and acceptance.

  • Ability to devise test standards, processes, strategies, cases, and plans.

  • Ability to engage stakeholders to discern and determine testing requirements

  • Execute testing across a myriad of traditional, and emerging C5ISR solutions.

  • Document, analyze, and investigate test results to the required level of detail and scope.

  • Familiarity with the Marine Corps Operational Test and Evaluation Activity (MCOTEA).

  • Understanding of the MCOTEA Operational Test & Evaluation Manual (6th Edition), and the organizational hierarchy of the USMC acquisition and testing process and requirements.

  • Experience with Marine Corps Field User Evaluations and Joint Exercises incorporating Electronic Warfare and Intelligence collection platforms and systems.

  • Demonstrated ability to present testing requirements and coordinate implementation.

  • Ability to communicate effectively with customers and end users.

  • Familiarity with the Risk Management Framework.

  • Experience working in Agile Safe Environments.

  • Demonstrated competence leading and participating in witnessed acceptance events at the Service and Joint levels.

Preferred Qualifications:

  • Experience testing systems and software in the research and development phase that align to TRL 4 through 7.

  • Experience coordinating system testing with the JITC and Cybersecurity testing through the National Cyber Range.

  • Experience with Naval Aviation Flight payload testing requirements.

  • Experience with Automation testing tools

Clearance Requirements:

  • Active DoD TS/SCI clearance

Physical Requirements:

  • Must be able to remain in a stationary position 50%
