As part of the Oracle Business Proposal Team, a Proposal Coordinator comes with a consistent record of supporting and developing proposals or project plans. We are looking for individuals who demonstrate ability to focus on customers' requirements and work within tight deadline.

This role requires, a relentless commitment to, as well as excellent communication and collaboration/organizational/facilitation abilities. The Proposal Coordinator will work closely with other team members to, define project requirements, create detailed schedules, outlines as well as maintain content library, respond to Task Order Proposal Requests, and provide guidance and direction.

The ability to drive repeatable artifacts and contribute to deliverables as a force multiplier is a critical skill for the Proposal Coordinator role. As part of the business proposal team, you will collect and share standard methodologies with your peers, other teams such as, generate internal and external proposal content and training, and participate in workshop activities to grow the proposal response skills of cross-functional collaborators.

Responsibilities

Specific tasks include the following:

  • Lead the full-service team responsible for developing and producing proposals in support of business objectives, including proposal management, coordination, writing, editing, graphics, production, etc.

  • Manage the overall proposal center capability – people, processes and tools – in order to deliver excellence in our submitted products. This includes compliance, scoring, efficiency and customer experience, etc.

  • Evolve the proposal center capability to improve all elements of delivery and to enable success in new business objectives and to support new operating models.

  • Lead initiatives to ensure the continued growth, development, and excellence of staff within the proposal team.

  • Evolve standards and metrics for development and management of activities.

  • Collaborate with Sales Leaders to plan required capacity and capability needs and to build short- and long-term demand forecasts.

  • Coach center staff, BD/capture and line personnel in proposal development standard methodologies.

EXPERIENCE

Required

  • 5 to 7+ years of experience and consistent track record of success in leading proposal teams supporting a multi-hundred million dollar annual revenue enterprise of varying proposal complexity.

  • 5 to 7+ years of relevant experience working within U.S. Federal or equivalent domains

  • 5 to 7+ years leading senior personnel and teams. Consistent track record in mentoring and teaching proposal skills and applying standard methodologies.

  • Working knowledge of Federal business acquisition process and the Federal Acquisition Regulation (FAR) as it relates to industry standard proposal development processes (e.g., Shipley).

  • Active Top Secret/SCI security clearance. Must be able to maintain a security clearance.

Desired

  • Demonstrated success supporting strategic, complex captures for government technology proposals ranging in size (up to multi-billion dollar values), scope (emerging concepts and technologies), and vehicles/types (e.g., schedules, OTAs, managed services, FEDSIM, self-scoring).

  • Proven ability to apply organizational design/development/change management methods to transform the organization and upskill the team.

EDUCATION AND CERTIFICATIONS

Required

  • Bachelor’s degree or equivalent experience, any subject area.

Desired

  • Related advanced degrees and/or relevant professional certifications

US: Hiring Range: from $40.87 to $85.67 per hour; from $85,000 to $178,200 per annum. May be eligible for equity.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
