Hanford Tank Waste Operations & Closure (H2C) delivers exceptional performance in safely removing, treating, and disposing of tank waste. H2C leads the nation's largest and most complex radioactive waste cleanup, including closure of the legacy waste tanks at Hanford containing 56 million gallons of radioactive and chemical waste. H2C is seeking a Project Controls Engineer Associate to support the Functional Project Controls Organization.
Key responsibilities include:
Under minimal supervision, responsible for the coordination and limited direction of estimating, planning, and scheduling, cost engineering functions and resources for the purpose of providing high quality estimates, budgets, cost and schedule analysis and timely, accurate reports for measuring the performance and progress of projects.
Assists in developing estimates, budgets, schedules and forecasts and track performance against the established baselines. Advise management of project/work status for problem resolution decision making.
Assists in the preparation of cost and scheduling procedures for projects. Responsible for the validity of the project coding structures and work packages in the assigned area. Designs or assists in the design of a work-breakdown structure.
Assists in developing project budget estimates and estimate of cost to go. Analyze and report performance parameters, evaluate and advise management on schedule status based on project baselines and actual accomplishments.
Assists in the development, implementation, analysis, and maintenance of critical path method logic diagrams that require critical path analysis for time and resource management of manpower, equipment, or facilities.
Ensures reporting, charging, and accounting practices are consistent with site and DOE policies and/or procedures.
Extracts data from site financial and project control systems and compile information for analysis relevant to project or work activity controls analysis and reporting.
Evaluates actual expenditures against the approved cost estimates and if differences are significant, determine and report the cause for the differences. Recommend alternatives to restoring timeline and schedule continuity.
Collects and compiles relevant data, perform necessary analysis, and provide performance indicator status monthly. Generate and distribute routine charts, graphs, and statistical data in a timely manner. Develop ad hoc reports and presentations as necessary and as directed.
Implements, analyzes, and maintains cost and schedule trend program, baseline change program and forecast process.
Evaluates and analyzes manpower and budget/funding impacts from varying organization or project changes or modifications.
Comply with H2C policies and procedures.
Ensure ISMS principles are incorporated into organization's activities.
Ability to manage a change in priorities.
Required Qualifications
* Grade 19:
Bachelor's degree (BA/BS) in project management, construction management, engineering, business or other related discipline and 9 years of related experience, or equivalent combination of education and/or experience.
Grade 20:
Bachelor's degree (BA/BS) in project management, construction management, engineering, business or other related discipline and 10 years of related experience, or equivalent combination of education and/or experience.
Grade 21:
