Finger Lakes Performing Provider System Director of Project Management in Rochester, New York

The Finger Lakes Performing Provider System (FLPPS) is a network of clinical and community-based providers working together across the 13-county Finger Lakes region to transform healthcare delivery, advance system transformation, close gaps in care, and support high-risk individuals and populations. FLPPS and its affiliated health home, the Greater Rochester Health Home Network (GRHHN) support providers in integrated healthcare delivery system optimization, care management, network and program management, population health and data analytics, and learning and development. Additionally, FLPPS is a designated New York State Workforce Investment Organization (WIO) working with training and educational institutions, health systems and other providers, and Social Care Networks to strengthen the healthcare workforce.Position SummaryThe Director of Project Management is responsible for leading the Project Management Office (PMO) and driving organizational excellence through effective project management and performance management practices. This role involves overseeing the planning, execution, and completion of key projects that align with the organization's strategic objectives. The Director will work closely with cross-functional teams to ensure projects are delivered on time, within scope, and within budget, while also fostering a culture of continuous improvement and performance excellence. This role is funded by New York State through the Career Pathways Training Grant through 2027.Key Accountabilities:•Develop and implement the PMO strategy, ensuring alignment with the organization's goals and objectives. •Provide leadership and direction to the PMO team, fostering a supportive and high-performance culture.•Oversee the planning, execution, and completion of projects, ensuring they meet organizational standards and deliverables. •Define project scope, goals, and deliverables in collaboration with senior leadership and stakeholders.•Establish and monitor key performance indicators (KPIs) to measure project success and organizational performance. •Implement best practices, tools, and continuous improvement initiatives to ensure deliverables are met and enhance project outcomes.•Manage project resources, including personnel, budgets, and equipment. •Ensure optimal allocation and utilization of resources to achieve project objectives.•Collaborate with senior leadership and stakeholders to support contracting, reporting, and compliance procedures. •Build and maintain strong relationships with internal and external stakeholders.•Communicate project status, risks, and issues to senior leadership and other stakeholders in a concise, timely, and effective manner.•Provide training and development opportunities for PMO staff to enhance their skills and capabilities.•Promote a culture of learning and professional growth within the team.•Ensure all projects comply with organizational policies, procedures, and regulatory requirements.•Implement governance frameworks to support effective project management and decision-making.Required Qualifications:•Bachelor’s degree required, Master’s degree preferred•Minimum of 5 - 7 years’ experience in a leadership role with a focus on performance management, measurement and improvement•Must have a proven track record of driving and executing strategies.•Experience in building, engaging, and leading high performing teams, mentoring, coaching, and developing talent. •Understanding of, or capability to quickly learn federal and state healthcare initiatives and regulations and associated programs/projects/pilots•Experience with workplans, budgets, and performance and financial reporting.•Advanced skills in Microsoft Office applications including Excel, PowerPoint, and Word.Competencies•Track record includes planning, coordinating and completing projects that involve both IT systems and business process changes - demonstrating a proven ability to integrate people, process and technology to effectively meet measurable outcomes•Strong sense of urgency and proven background for setting and meeting deadlines •Ability to think and problem solve at a systems level, as opposed to only on a program or organizational delivery level (e.g., identify strategies focused on increasing coordination or filling gaps in service•Excellent organizational skills to manage multiple projects concurrently•Collaborate across stakeholder organizations and functions to ensure consistent implementation of new, improved processes and protocols•Ability to interface and effectively influence and communicate with all levels of an organization•Initiative and the ability to effectively participate in an environment in which collaboration is highly valued and reporting relationships are not direct; possess a flexible, “can-do” attitude•Highly organized and strong attention to detail with the ability to effectively manage own time and the time of others•Excellent written and oral presentation skills, with the ability to engage, inspire, build credibility and engender trust across all levels of an organization•Creative problem-solving skills•Team player but can also work on own initiatives independently•Ability to approach daily work and challenging situations with humor and composure•Consistent demonstration of FLPPS Personality traits: Collaborative, Trusted, Result-Oriented, Strategic and AdaptiveEssential Job Functions:In support of the American with Disabilities Act (ADA), this job description lists those responsibilities and qualifications deemed essential to the position.
