General Description
This position involves oversight of the Lead Paint Program of the City Property Code and coordinating the Program with the six NET Offices, the Department of Community Development, and the Municipal Code Violations Bureau. This employee is responsible for the day-to-day management of the City’s Lead Paint Program. Receives general supervision from the NET Director. Performs related work as required.
Typical Work Activities
Directs all activities of staff in the Lead Paint Program;
Supervises follow-up inspections on referred code violations to determine if violations are abated or continuing;
Reviews and approves inspection reports submitted for accuracy and thoroughness;
Coordinates the preparation and mailing of final warning letters to violators prior to possible ticketing and fines;
Reviews Lead Paint cases to determine if violators should be issued tickets and fines;
Reviews violation abatement schedules submitted by property owners for approval or disapproval;
Answers complaints and non-routine inquiries from property owners, community group representatives, and other residents about violations and fines on the telephone, in person, and by letter;
Investigates specific lead paint problems or potential violations that require on-site visits, speaking to groups, meeting with staff, coordinating with other agencies both internal and external ;
Supervises the preparation of code violation packages to the Municipal Code Violations Bureau;
Meets with community groups and MCVB Hearing Examiners as a NET representative to answer questions and explain NET policies and procedures in regard to lead paint enforcement;
Makes written recommendations regarding policies and procedures for carrying out new or enhanced lead paint initiatives;
Responsible for community/public education regarding lead paint issues and the lead paint program;
Acts as liaison to City Departments and outside agencies.
Minimum Qualifications
High school diploma or GED, AND
Three (3) years of technical experience performing inspections for compliance with and enforcement of municipal or State codes, laws, and/or ordinances, or lead paint inspection, one year of this experience must have been with the City of Rochester performing property maintenance inspections; AND

Exam Information
Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills, and abilities in the following areas.
Inspection Procedures and Principles: These questions test for knowledge of the appropriate practices and methods to use when inspecting various types of building facilities and projects; including proper adherence to plans and codes; dealing with residents, owners, and contractors; and inspection record keeping.
Understanding and Interpreting Codes and Ordinances: These questions test the ability to read and analyze various codes and requirements. Candidates will be provided with written selections related to code provisions (mainly dealing with zoning, housing, and property management issues) and will be asked questions based on those reading passages. All the information needed to answer the questions will be presented in the written selections. Candidates will not be required to have any special knowledge related to the content areas covered in the reading selections.
Supervision: These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test.
