Summary The Secretary, GS-6, position serves as the clerical and administrative support in the Office of the Director, by carrying out and coordinating all the clerical and day-to-day administrative support activities which are typically required to accomplish the work of the Office of the Director. The duties require knowledge of clerical and administrative procedures and requirements, various office skills, and the ability to apply such skills in a way that increases the effectiveness of others. Responsibilities Duties for this position include but are not limited to: Maintains, updates, and coordinates the appointment calendars for the staff in the Director's Office. Reschedules appointments on personal initiative when it becomes apparent that staff will not be able to meet previous schedules. In the absence of the Compliance Officer, assumes responsibility for insuring that the administrative flow is continued in a timely manner, determining which items can be referred to other members of the management staff. Obtains information required by management from various sources within the VA, requiring a comprehensive knowledge of the VA's complex organizational structure. Assists subordinate chiefs, secretaries, and personnel in interpreting instructions and in establishing action required of them. Researches regulations applicable to the subject for presentation in one package along with any previous correspondence on the same subject. Composes correspondence on own initiative, based on a knowledge of the views and desires of the executive team. Prepares regular and special records such as but not limited to time/attendance, leave, degree of use of filing space, and amount of material present in the offices. Prepares similar paper work to ease the flow of work through the office and provides superiors with current information in readily accessible form. Prepares meeting agendas and records and distributes meeting minutes for a range of complex executive level meetings to include but not limited to; the Research Committee, Compliance and Business Integrity Committee, and Integrated Ethics Committee. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: receiving visitors and telephone calls to the office; scheduling appointments; coordinating meetings and conferences; preparing correspondence, reports, memoranda, and other forms of written communication; preparing travel arrangements; and maintaining files. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
