GREATER SALT LAKE MUNICIPAL SERVICES DISTRICT Director of Engineering in SALT LAKE CITY, Utah

JOB SUMMARY

Under the general supervision of the General Manager, the Director of Engineering leads and directs the day-to-day operations of the engineering department; develops operational strategies; evaluates ongoing methods; provides technical direction, quality control, scheduling, and asset allocation; and assists in budget preparation. The Director of Engineering works with Salt Lake County regarding large maintenance projects. This position interfaces with members of the MSD Board as representatives of their respective jurisdictions. This position coordinates short- and medium-term capital planning projects with the MSD's Member Entities, Director of Finance, Economic Development Manager, and Current Planning Manager.

MINIMUM EDUCATION QUALIFICATION

Bachelor's degree from an accredited college or university in Civil Engineering or other closely related field; current State of Utah Professional Engineer (PE) license or if licensed in another state, the ability to become licensed within six (6) months of hire, plus six (6) years of post-license experience of which four (4) years must have been in a project management or management capacity. A master's degree in a related field is preferred. Experience in Structural Engineering and/or Environmental Engineering is a plus.

Special Requirements

Must possess a valid and unencumbered driver's license.

 

ESSENTIAL FUNCTIONS

Manages the Public Works Engineering Section. Develop work plans for the annual element of the Capital Projects 5-year and long-range 20-year plans for the member jurisdictions of the MSD. Assigns projects and assists with scoping, public involvement, environmental considerations, alternative analysis, design considerations, specifications, estimates, and coordination with other agencies.

·         Oversees and coordinates the activities of storm drain review and design, structural plan review, roadway engineering, transportation engineering, the stormwater quality program, and flood insurance program for the MSD.

·         Monitors project progress and costs. Oversees preparation of project budget requests. Reviews work products for quality control.

·         Recommends projects to be bid; engages and oversees consultants.

 

·         Supervises subordinates: makes hiring recommendations; trains and manages staff; conducts performance evaluations, and addresses disciplinary problems; assigns and schedules work, reviews and approves technical work; directs development of engineering standards.

·         Determines resolutions to complex engineering problems: develops, researches, and recommends adoption of technical standards. Prepares and coordinates annual update of 5-year Capital Improvement Plan and 20-year Financial Plan for the member jurisdictions of the MSD.

·         Manages inter-local infrastructure improvement program agreements with cities and other agencies. Coordinates with other jurisdictions, contractors, agencies, and designers to resolve problems.

·         Oversees Flood Insurance Information Pr ogram. Works within and understands the requirements of the FEMA National Flood Insurance Program (NFIP).

·         Represents the MSD at public meetings. Presents expert testimony at legal proceedings as required. Resolves citizen complaints by investigating, determining solutions, and following through.

·         Provides technical engineering expertise, determines resolutions and solutions to complex engineering problems, develops engineering standards, and recommends adoption.

·         Leads or assists with emergency operations as necessary.

·         Develops and manages section and project budgets in compliance with applicable permits and policies.

·         Ensures adherence to applicable laws, regulations, codes, and policies.

·         Ensures hydrologic and hydraulic design calculations are correct and that requirements are met for capital facility plan and impact fees.

·         Ensures that the Complete Street Policy is followed.

·         Assists in efforts to preserve and enhance water quality in municipalities' streams and meet federal stormwater regulations and requirements.

·         Assists in preparing the MSD's Utah Pollutant Discharge Elimination System (UPDES) Storm Water Management Plan (SWMP) in coordination with other agencies.

·         Current methodologies and trends in transportation planning

·         Emergency management and National Incident Management (NIMS)

·         Principles of engineering design, interpretation and cost evaluation, highway, flood control and storm drain design and construction

·         Concrete and steel design, soil mechanics, hydraulics and hydrology, principles of land surveying

·         Project planning and budgeting, cost estimating and evaluation, engineering design and construction, engineering mathematics, hydrology, hydraulics, and stormwater quality and regulations
