Tactical Engineering & Analysis, INC Test Project Lead in San Diego, California

Overview

We are seeking a Test Project Lead to directly support the NIWC System Center Pacific (SSC-PAC) Code 53526.

Responsibilities

Essential Functions/Job Duties:

  • Assists in the planning of all phases (i.e. Planning, development, execution and report) of a test program and supervises the daily activities to ensure that tasking of the team meets schedules and deadlines.
  • Provides and guides the proper training of new and junior personnel to learn and gain the required skill set needed to support the position.
  • Attends various planning meetings and program specific working groups for program support and situational awareness.
  • Assists in the generation of required reports and briefings that will be delivered to SSC-PAC and/or Program Office.
  • Monitors and maintains all project requirements for planning purposes, and provide updates to the Program Manager at least weekly and immediately if the situation warrants it.
  • Performs required reviews of all test material that will be delivered to the customer or outside agencies. This includes Daily Status Reports (DSRs), TORs and TRRS forms and other delivered documentation.
  • Monitors, reviews and updates project specific databases and test management tools that support the assessment of the overall program, as required by the program. This includes, but is not limited to, Bugzilla and QaTraq/VCRM and other test applications (if applicable).
  • Generates required reports which include test status, defect, and final test reports. These reports fully describe and report on the results of an executed event.

Skills / Qualifications:

  • Seven (7) years of experience experience with Joint Tactical Information Distribution System (JTIDS) Multi-functional Information Distribution System (MIDS).
  • Experience in the testing and analysis of common Tactical Data Link systems and Link 16 terminals.
  • Experience in identifying test requirements and generating architectures, test procedures and test cases to satisfy and verify the identified requirements.
  • Experience with the development of Test Scripts and Post Test analysis reports.
  • Experience with test management and defect tracking software.

Equipment Used:

  • MIDS, MOS, STT BATS-D terminals, LEGS, DST, MANDRIL, Spectrum Analyzer and other various electronic test equipment required for testing within the SSA PAC Combined Test Bedand WTF.

Essential Physical Tasks:

  • Ability to lift 10 lbs. on an occasional basis.
  • Potential domestic travel 10% of the time by automobile, air, etc.
  • Ability to use a personal computer, keyboard and mouse on a consistent basis.

Written Communications:

  • Operates standard computer based business tools (including but not limited to Microsoft Word and Excel) effectively.
  • Demonstrates and implements the required format and content of the various reports (i.e., DSR, Defect Report, Quicklook report, final report) as required by the test program.
  • Demonstrates excellent (clear and concise) written communication skills in a technical format, that will support in the development of all required plans and reports required of the program.
  • Able to provide required feedback and changes of documentation, to ensure sound and professional products are provided to the customer(s).

Verbal Communications:

  • Demonstrates excellent clear and concise verbal communication skills.
  • Provides clear and relevant information and direction to the team, to ensure all activities are executed with little to no supervision or re-direction.
  • Provides periodic status and updates of the team and support test program to his/her management and promptly reports any issues of either that can impact resources, schedule or tasking of the team and est program.
Qualifications

Customer Interface Activities:

  • Suitable inter-personnel and customer service skills required to interface with corporate customers.
  • Ability to effectively communicate with the Customer, SSC-Pacific Center's staff, and peer contractor personnel.

Project Management / Staff Supervision Tasks:

  • Ability to establish priorities, operate independently, and execute tasking with limited to no supervision.
  • Provides inputs and support in execution of all phases of a test program.
    • This includes during the planning, development, execution and reporting of test effort.
  • Provides the Program Manager with the overall status of the projects, as required.
  • Manages the continuous training of the team to ensure that all members supporting test and analysis has the required skill set to autonomously perform any task, as required by the test program.
  • Independently develops complex test architectures and test cases to permit the accurate and detailed assessment of system, functional, and performance requirements.

Minimum Education Requirements:

  • High School diploma or GED.
  • BS Degree in a relevant Technical Discipline (Engineering, CS, Physics) desired.

U.S. Citizenship is required

Security Clearance:

Candidates must have an active clearance OR the ability to obtain a US Government security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
