The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

Within the Finance and Administration Division, the Port's Information Technology group consists of Business Applications and Infrastructure teams. We support the Port's mission, strategic plan, and daily operations with a focus on positive relationships with and quality service to everyone associated with the Port.

Under the general direction of the Information Systems Director, the Business Applications Manager (1070 IS Project Director) manages the Business Applications team, which is responsible for providing comprehensive production maintenance and support of the Port's various systems and business applications to ensure optimal uninterrupted daily operations. The areas of support include but not limited to, supply chain management (SCM), procurement, payroll, timekeeping, human resources, financials, collections, property management, maritime, reporting, interfaces, document management, and collaborative tools.

A critical function of the role also includes providing techno-functional leadership on application-related projects.  The Port is initiating a long-term strategy to modernize and upgrade software applications and retire its aging and custom legacy applications, such as with the Oracle 11i eBusiness Suite ERP system, which is used to track work requests, facilitate work orders, maintain assets and inventory, manage time keeping, procurement, and other vital functions. As the application has become obsolete and minimally supported by Oracle, there is an urgent need to identify and implement a new software solution.  The Business Applications Manager will serve as the technical lead on this replacement project currently underway, working alongside a project manager, vendors, the Business Applications team, and Port staff.

The essential functions of this position include: 

  • Organize, direct, and supervise the work of a small team of techno-functional, senior level, business system analysts and external consultants.

  • Collaborate with the team on escalated issues technically complex in nature to bring about resolution. 

  • Lead technology projects and formulate strategies for business applications development and integration with other applications, such as with GIS and PROPworks.

  • Serve as a liaison between Port staff and applications, facilitating effective communication to define project requirements and objectives.

  • Participate in the planning of resources, budgets, and project timelines. 

  • Oversee the further development of, and promote the usage of, collaborative and document management tools like SharePoint. 

  • Monitor system alerts, and work with the Port IT Infrastructure team, consultants, and vendors to resolve system-related issues affecting application uptime.

  • Implement and upgrade system hardware and application software as needed. 

  • Ensure that the organization adheres to IT best practices, policies, and procedures in compliance with industry and regulatory standards.

Education:

  1. An associate degree in computer science or a closely related field from an accredited college or university.

OR

  1. Its equivalent in terms of total course credits/units:
  • At least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field.

Experience

Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

Substitution

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).

Note:

One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.

One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

NATURE OF WORK

Candidate must be willing to work a 40-hour week as determined by the Port. Twenty-four (24) hour on-call support and occasional weekend and after-hours work is required. A hybrid schedule may be coordinated with the candidate’s supervisor.

Ideal Candidate (Desirable Qualifications): The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

5+ years of experience in:

  • Application maintenance and support, information technology project management, to include two (2) years of supervisory experience, and possess a deep understanding of technology and its application to drive business objectives.

  • Oracle eBusiness Suite (11i or R12) ERP System, preferably in the areas of supply chain management, procurement, payroll, timekeeping, and reporting.

  • PeopleSoft (supply chain management, financials, payroll, timekeeping, and reporting).

  • Database Management (Oracle, Microsoft Dataverse).

  • Interfaces

3+ years of experience in:

  • Operating environments:  Red Hat Enterprise Linux and Microsoft Windows

  • Linux/Windows shell scripting

  • Microsoft Collaboration and Power Platform tools (SharePoint, PowerApps, PowerAutomate, PowerBI, Office365)

  • Jaspersoft, JBoss/Wildfly

  • PROPworks (by Amadeus) Property and Revenue Management system.
