Oriental Bank Manager, Regulatory Compliance in San Juan, Puerto Rico

The Manager, Regulatory Compliance is primarily responsible for the maintenance and administration of Oriental Bank’s Compliance Monitoring & Testing, Review and Training Plans. Active participation in the Regulatory Compliance Unit. Informs and advises Oriental Bank’s Management on regulatory compliance topics and/or issues observed. This position will be working hybrid and is based in Oriental Center building, San Juan, PR.

Main Duties & Responsibilities:

  • Contribute to the development and implementation of the Compliance Work Plan, including the Testing and Training Plans. Manage the Compliance and Testing Plans assigned.

  • Assure the overall Compliance Annual Work Plan’s objectives.

  • Establish compliance testing, reviews, and trainings schedules according to the Compliance Work Plan. Update compliance materials as necessary (testing procedures, report templates, worksheets, trainings, etc.).

  • Oversee and evaluate internal controls, acts, or practices to prevent violation of laws and regulations.

  • Perform, support, and report compliance tasks and significant matters, respectively, to the Chief Compliance Officer, the Compliance Director, Compliance Manager and Management in accordance with the Compliance Work Plan.

  • Report compliance testing or reviews results and material findings to the Chief Compliance Officer, the Compliance Director and Management.

  • Ensure receipt and implementation of appropriate departmental corrective action plans related to compliance testing or reviews reports. Update and Maintain Compliance Testing or Reviews Tracking System.

  • Assist the Compliance Director or designee to update the Compliance Risk Assessment.

  • Assist in the preparation of new product or services documentation and procedures, as assigned.

  • Conduct special investigations, tasks, or projects upon request of the Chief Compliance Officer, the Compliance Director and Management.

  • Stay abreast of state and federal regulatory changes. Maintain management informed of new laws and regulations, and/or changes thereof.

  • Advice business units regarding regulatory compliance matters.

  • Support the Compliance Director and Management in the preparation of materials for local and federal regulatory exams, external and internal audits.

  • Supervise Monitoring & Testing employees. Carry out supervisory responsibilities in accordance with Oriental’s policies and applicable laws and regulations, such as train employees, plan, assign and direct work; review performance; reward and discipline employees; address complaints and resolve problems.

  • Collaborate with the assigned tasks related to the complaints monitoring function of the Monitoring & Testing Unit as required, including the review of cases, preparation of reports, discussing observations with the business units, etc.

  • Other duties may be assigned.

    Minimum Requirements:

  • Bachelor’s degree in Business Administration, Accounting, Finance or related, required. Juris Doctor preferred.

  • Five (5) years of combined experience in Accounting, Internal Audit and Compliance required. Banking experience required.

  • Two (2) years of experience in management and leadership.

  • CPA, Certified Regulatory Compliance Manager (CRCM) or Attorney Licenses, preferred.

  • Minimum education and experience required can be substituted with the equivalent combination of education, training and experience that provides the required knowledge skills and abilities.

  • Knowledge of state and federal consumer compliance laws and their implementing regulations, such as: Equal Credit Opportunity Act, Home Mortgage Disclosure Act, Electronic Funds Transfer Act, Gramm Leach Bliley Act, Truth in Savings Act, Truth in Lending Act, Flood Disaster Protection Act, Community Reinvestment Act, etc., required.

  • Knowledge of all financial institution policies and procedures required.

  • Ability to read, analyze and interpret laws, regulations, trade journals and legal documents. Must be able to respond to common inquiries from regulatory agencies, courts, and outside consultants, required.

  • Excellent written and verbal communication skills in English and Spanish with a demonstrated ability to write communications clearly, concisely, and effectively, required.

  • Innovation and flexibility for meeting the demands of an ever-changing market.

  • Excellent computer skills, including Microsoft Office (Word, Excel, Power Point) required.

  • Excellent computer skills, including word-processing, spreadsheet, presentation, Internet, and internal bank software.

  • Interpersonal skills, time management, analytical, problem solving, organized, detail oriented and able to multitask.
