Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (CUSTSPT) (TITLE 32), Position Description Number D2182P01 and is part of the IL 126, National Guard. Responsibilities As a IT SPECIALIST (CUSTSPT) (TITLE 32), GS-2210-9/11, you will serve as a customer support specialist performing work involving analytical and evaluative duties related to classified and unclassified information technology networks and/or cyber system with primary knowledge requirements of information processing methodology, information technology, telecommunications systems, computer capabilities, processing techniques, IT trouble ticket management, and data communications. Major Duties - This is NOT an all-inclusive list: Provide customer technical assistance and support for all users. Work with the CFP and customers to resolve integration or configuration related issues associated with a variety of different system platforms, operating systems, applications, and equipment configurations. Work with customers to ensure efficient operations which support each units' requirements. Determine customer requirements and assist customers by recognizing and analyzing trends and providing instruction and orientation services. Plan, coordinate, install, and continuously analyze system design, hardware and software. Analyze, manage, and direct installation of any new hardware or software introduced into the environment to ensure its compatibility with existing architecture, its reliability, and functionality in relation to the organization's business requirements. Track life of system equipment, prepare and provide analyses to determine future maintenance and replacement costs to help justify budget submissions. Recommend methods and procedures and coordinate corrective action to optimize utilization of present equipment. Perform system audits to assess security parameters and performance of IA controls within the network environment. Optimize the functionality and performance of hardware and software systems and ensure availability, integrity, efficiency, and reliability of system/functional resources while managing the communications focal point coordination and workload distribution duties. Perform testing, troubleshoot, correct problems, and distribute workload relative to interface and interoperability of system components such as hardware, systems software, and applications programs. Assess and mitigate security vulnerabilities of installed system hardware and software. Develop, recommend, and install solutions and upgrade to ensure availability, integrity, efficiency, and reliability of all components of the assigned system. Run tests to verify operability and functionality; analyze hardware and software malfunctions to resolve physical and logical processing problems; and recommend acquisition of programs, process or equipment which will resolve operational problems. Oversee and initiate corrective or preventative measures to rectify immediate problems and prevent future occurrences through the CFP. Respond to trouble reports by analyzing problems, providing solutions, and recommending actions necessary to avoid future difficulties such as enhancing, replacing, or modifying existing programs, applications, and equipment. Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. INCUMBENT CONDUCTS INFORMATION ASSURANCE FUNCTIONS SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted Only - Minimum Rank of E3 - Maximum Rank of E6 GENERAL EXPERIENCE: MUST possess experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process; Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-11 Level MUST possess at least 1-year of specialized experience equivalent to the GS-9 level; experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. GS-9 Level MUST possess at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system; Experience planning that least 1-year of specialized experience equivalent to at least the next lower grade; experience, education, or training receiving, maintaining, and issuing data storage media for computer operations; experience in scheduling the use of computer time for program processing; experience collecting and sequentially staging input media with associated program instructions for processing; experience in at least one programming language; translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language; experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow; experience in analysis of the interrelationship of pertinent components of the system; experience planning the sequence of actions necessary to accomplish the assignment; experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
