JOB REQUIREMENTS: What to Expect: Responsible for performing complex
accounting procedures for department specific and countywide financial
activities and ensuring the integrity of the County\'s financial system.
Essential Duties Perform professional accounting and financial
management activities in a complex accounting environment Provide
professional and technical advice and assistance within the framework of
established accounting principles, theories, concepts and practices and
current regulatory requirements. Develop and execute consistent
accounting practices throughout county financial systems. Implements
financial policy established by the Deputy Finance Director and/or
Finance Director. Assist in the preparation of monthly and year-end
financial statements; includes preparing journal entries and reconciling
general ledger accounts. Prepare schedules as directed by the Deputy
Finance Director in order to meet various audit deadlines and for
preparation of the County\'s Comprehensive Annual Financial Report.
Assist in the review and audit of County accounting systems; identify
areas of weakness and assist in development of appropriate solutions.
Assist County departments in capital budget and annual budget
preparation and review; includes assisting departments with quarterly
and annual budget variance report. Assist and advise departmental
personnel with budget questions, proper expenditure coding and other
accounting and operational related activities. Maintain multiple
inventory counts and departmental inventory of fixed assets including
periodic physical inventories to assure existence, location and
condition of the assets as reflected on the departmental fixed asset
inventory. Provide JD Edwards application support and development;
includes module development and expertise, development of training,
training staff, monitoring help desk as requested and assisting with
system upgrades. Complete various financial and cost analysis as
requested for use by senior management. Prepare quarterly and annual
reports to state agencies as assigned. Assist in grant monitoring as
needed and produce financial information as required for completion of
single audit. Apply payroll rules/policies, and federal/state rules and
regulations to department and/or construction projects as necessary.
Create/maintain project budget and job cost analysis as necessary for
supported departments. Generate monthly State and municipal invoices and
statements. Maintain & monitor agency accounts, including patient and
inmate funds. Present and explain financial information to County Board
Supervisors, County Administrator, Department Heads and various staff.
All other duties as assigned. ***** OTHER EXPERIENCE AND
QUALIFICATIONS: Four year college degree in Accounting, Business
Administration or equivalent. Two years or more of experience in the
accounting field with an emphasis on cost and financial analysis or any
combination of education and work experience which provides the
necessary knowledge, skills and abilities. Experience in governmental
accounting is desirable. Ability to establish and maintain good working
relationships with employees and department heads. Ability to work
independently. Considerable knowledge of common office application,
particularly MS Office applications. Expertise in Excel and competency
in word processing and presentation software. Excellent oral and written
communication skills. Ability to maintain a high level of
confidentiality. Ability to establish and maintain effective public,
staff, and inter-departmental working relationships. Must exercise tact
and courtesy. Ability to demonstrate reliability, resourcefulness and
good judgment. Ability to deal with sensitive data in a confidential
manner. Ability to maintain a high level of discretion and integrity.
Ability to comprehend, convey, and comply with federal, state, and
county regulations and accounting standards. Ability to carry out
complex oral and written instructions. Ability to understand
interdepartmental relations. Design and implement complex spreadsheets
and databases. Analytical and problem solving skills. Adaptable to
