• Lead of the Program and Portfolio Management Office in the Singapore recombinant manufacturing plant

• Maintain the Singapore Project / Program portfolio and communication plan

• Assures alignment with Biologics Operating Unit/Technical Operations Project Management Office initiatives and standards

• Lead a team of direct reports (Project Leaders/Specialists) to achieve the objectives of this position

• Manage the site project portfolio/ site strategic programs/ key projects and drive in realization of those programs and projects

• Maintain visibility of the site programs and projects through reporting and tracking of key performance metrics

• Own and facilitate the local Project Management Council to provide on-going review of site programs/projects and facilitate decisions on project governance

• Demonstrate effectiveness in change management, empowerment, influencing, and coaching of others, and problem-solving and team leadership

• Liaise with other Departments and Key Stakeholders to ensure the fulfillment of all project goals

• Represent Singapore facility and liaise with the PMO community both within Shire and external to ensure aligned workflows and sharing of best practices

• Ensure consistent training and execution of projects according to the Project Management Framework

• Establish and continuously improve the Project Management Framework, including project categorization, prioritization, execution, phase gate reviews and close out

• Manage project portfolio for the plant and support all departments in the planning and execution of projects

• Responsible to ensure the fulfillment of all legal and EHS requirements

Education and Experience Requirements

(Include educational requirements or equivalency, required years and type(s) or experience, and necessary licenses or certificates. Specify which are required and which are preferred.)

• Minimum degree holder (preferably in Engineering discipline)

• At least 7 years’ experience in manufacturing or quality operations in a pharmaceutical, device, or biotechnology environment

• Project management experience and PMM certification will be advantageous

• Lean/Six Sigma Green Belt Certification is highly desirable

• Understanding of cGMP regulations and quality management systems for biopharmaceuticals

• Strong business acumen
