Description: MassDEP seek applicants for the position of Environmental Analyst V - Emergency Response Section Chief within the Bureau of Waste Site Cleanup (BWSC). The Bureau of Waste Site Cleanup is charged with ensuring immediate and effective response to environmental emergencies, such as oil spills and chemical fires, as well as timely assessment and cleanup of hazardous waste sites by private parties responsible for them. This position will be based in MassDEP’s Western Regional Office, Springfield, MA and will directly oversee the region’s emergency response section, ensuring time critical responses to oil and hazardous materials, supervising program staff responding to release events and overseeing immediate risk reduction activities. MassDEP's Western Regional Office serves 106 cities and towns situated in western Massachusetts. Duties for this position include, but are not limited to, the following: * Supervise, direct and train staff. Manage staff work to ensure efficiency, productivity, quality, and timeliness.  Conduct performance reviews. * Participate in 24/7 ER On-Call rotations, providing direct oversight and supervision of MassDEP contractors during ER incidents and giving MassDEP approvals. Complete required training deemed necessary for MassDEP emergency responder staff. * Coordinate, provide technical support to professional staff for both office and field related activities.  * Prepare documentation and conduct enforcement conferences and technical meetings and represent the Department at public meetings, when necessary.  * Oversee and execute enforcement actions when appropriate.  * Review and approve complex assessment and remediation plans, technical reports, and analytical data. * Participate in the development of bureau-wide policies, program plan, operational practices, initiatives and methods of program evaluation. * Coordination of Intra-Agency and Cross-Bureau correspondence, memoranda, technical reports, policy, enforcement documents and other technical or legal instruments.  * Provide information including applicability of regulations and policies to the regulated community and others.  * Maintain routine communication with supervisor(s) and staff. * Provide expert testimony.  * For supervised staff, track and manage work products, meeting timelines and maintaining appropriate administrative record of events, correspondence, decisions, meetings, and other logs or records.  * Must express ideas clearly, both orally and in writing.  * Participate as appropriate in Bureau or Regional meetings and provide comment or input.  * Comply with all Department workplace rules, regulations, and policies.  * Perform other BWSC duties as directed by the BWSC Deputy Regional Director. Preferred Qualifications at Hire: * * Extensive experience in responding to and managing releases of oil and hazardous materials to the environment. * Current OSHA HAZWOPER certifications for General Site Worker (40 hours) and Hazardous Material Technician (24 hours). * Training through ICS-400 under the National Incident Management System (NIMS). * Experience with and knowledge of M.G.L. c. 21E, the Massachusetts Contingency Plan. * Professional experience in environmental sciences as it relates to time-critical assessment and remediation of oil/hazardous materials releases and disposal sites. * Supervisory experience. * Experience working in an incident command system with public safety officials. * Experience working in personal protective equipment (PPE) and using monitoring equipment. * Knowledge of risk management and risk communication. * Excellent written and verbal communication skills. * Proficiency with Microsoft Office Suite. * Valid driver’s license. *First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least four years must have been in a professional capacity, and of which (C) at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. Substitutions: * I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience. II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
