As a Labor Relations Consultant, your role is essential in fostering a positive employee experience at the Department of Revenue overseeing labor and employee relations functions. As a key member of Labor Relations Unit, your responsibilities include handling disputes, conducting investigations, and offering guidance and training to managers and supervisors on labor agreements and employment plans. You will be responsible for advising on employee misconduct and performance issues, as well as reviewing and updating HR policies.
This position is eligible for telework to applicants who reside in Minnesota or a bordering county along the Minnesota state line. Effective June 1, employees living within 75 miles of the office will be required to work in the office at least 50% of the time each month. For those who live 75 or more miles away, the requirements are currently being assessed for each agency.

Minimum Qualifications
Three (3) years of professional human resources experience in employee relations or labor relations
Knowledge and experience in contract administration and interpretation, grievance processing, applying labor relations principles and practices of collective bargaining
Experience consulting with managers and supervisors on employee and labor relations issues including disciplinary actions.
Experience in conducting employment investigations and recommending appropriate corrective action to management
Knowledge and experience interpreting and applying relevant State and Federal Laws
Experience in writing formal reports and memorandums
Experience communicating sensitive or controversial decisions to managers and supervisors on HR practices and procedures while demonstrating the ability to establish and maintain effective business partnerships.
Preferred Qualifications
Experience in public sector industry or government entities
Experience working in a unionized environment handling complex union contracts
Knowledge of the State of Minnesota’s human resources system and administrative principles, and personnel practices
Experience reviewing and responding to data practices request for personnel records
Experience in project management and process improvement initiatives and change management
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
