Join our mission-driven team to work as a Staffing Manager in the Human Resources Management (HRM) Division at the Minnesota Department of Health (MDH) and contribute to protecting, maintaining, and improving the health of all Minnesotans. This position exists to manage and provide strategic direction and leadership to the Department of Health's overall vacancy filling process, recruitment, selection, and compensation activities, including job classification and job evaluation. This leadership role champions efforts that improve customer service, efficiency, documentation, and effectiveness by continually improving staffing related processes to best serve the needs of the agency, through best-in class service, and to become a leader in the State of Minnesota Human Resources enterprise.

Working as a Staffing Manager, you will:

  • Provide strategic leadership and direction to the MDH Staffing function of MDH HR.

  • Provide leadership and direction for the vacancy filling process so that all positions are filled with the best-qualified candidates in a timely manner.

  • Manage the staffing section of the MDH Human Resources Office so that classification decisions are appropriate, and supervisors and managers can fill vacancies with qualified candidates.

  • Oversee changes and improvements in classification audits and class series so that class specifications for MDH specific classes are up-to-date and classes are used appropriately.

  • Provide leadership to the agency in human resource management programs and services so that the agency is supported with best practices in the full range of human resources functions.

  • Provide strategic and creative solutions to managers, supervisors, and staff on vacancy filling, including classification, recruitment, selection, compensation, including continuous improvement initiatives.

  • Provide direct supervision to two (2) Staffing Supervisors (HR Director 1) and indirect supervision to five (5) Staffing Consultants and ten (10) Staffing Specialists.

This is a telework eligible position with an option to work in the office and will require some in-person meetings or work in the downtown St. Paul location with possible occasional visits to greater Minnesota district offices. The permanent work location will be the MDH office closest to the selected candidate's location.

Minimum Qualifications

Four (4) years of experience in Human Resources including Staffing/Talent Acquisition, Labor/Employee Relations, Consultation/Business Partner, Safety and Health, HRIS/Data systems, Training and Development. This experience must also include:

  • Demonstrated leadership experience that may include any of the following:

  • Experience working as a supervisor, team lead, or lead worker.

  • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI).

  • Completion of a similar or equivalent leadership development program through another organization.

  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG).

Minimum qualifications to be assessed during the interview process:

  • Human relations/interpersonal skills sufficient to develop/maintain a cohesive HR team and effective work relationships; and tactfully present/explain information to internal and external customers.

  • Verbal and written communications skills sufficient to effectively respond to questions; develop, explain, and support HR policies and processes; represent the division on statewide and agency workgroups and arbitrations, etc.; and develop and deliver presentations.

  • Analytical, critical-thinking, and problem-solving skills sufficient to evaluate complex information and issues; identify, analyze, and present options; makes sound decision and implementation plans; and provide guidance to management on a variety of HR-related issues.

  • Commitment to treating employees inclusively in the areas of reasonable accommodation, individualized resources need, training, and development, irrespective of cultural differences.

A degree in Human Resources or a related program such as Business Administration, Organizational Development, Public Administration or Employment Law or other closely related field may substitute for experience as follows: doctorate degree may substitute for two years of experience; master’s degree may substitute for 18 months of experience; bachelor’s degree may substitute for one year of experience; associate degree may substitute for six months of experience.

Preferred Qualifications

  • Current or recent experience working in a Human Resources position within the State of Minnesota enterprise.

  • Experience that includes implementing a diversity, equity, inclusion and belonging strategic plan through the lens of recruitment activities or other HR related functions.

  • Experience using statistical data and tools for evaluating HR metrics/data to inform planning, decision making, evaluating effectiveness and process involvement.

  • Experience planning and organizing major and interdisciplinary projects across an organization.

  • Knowledge of the State's classification, recruitment, and selection systems, policies, and procedures.

  • Knowledge of state laws, rules, policies, procedures, and contract/plans and how they related to classification, the recruitment and selection process, affirmative action and equal employment opportunity.
