Tuknik Government Services, a Koniag Government Services company , is seeking a Supervisory Human Resources Specialist 4A (Benefits and Staffing Services) with a Public Trust clearance to support TGS and our government customer at Stennis Space Center, MS.

Under the direction of the Government Customer, the candidate will support the NASA Shared Services Human Resources Management Office by providing leadership, supervision, management, and oversight of the Benefits and Staffing Services Branch. The candidate will provide the technical oversight and supervision of a team of Human Resources Specialist and Personnel Assistants supporting the Agency’s.

Staffing, Classification, Suitability Adjudication, New Hire In-Processing/On-boarding, Benefits Processing, Financial Disclosures, and Retirement Services functions.

Responsibilities:

  • Provides technical oversight and supervision for a team of Human Resources Specialist and Personnel Assistants in the Benefits and Staffing Services Branch

  • Manages and leads the development and optimization of Personnel Services at the NASA Shared Services Center for Staffing, Classification, Suitability Adjudication, New Hire In-Processing/On-boarding, Benefits Processing, Financial Disclosures, and Retirement functions.

  • Provide supervision and technical oversight for the preparation of cases for CS adjudication and decision in accordance with applicable federal laws, regulations, OPM guidance, and NASA policies.

  • Oversees Federal Employee Retirement processing, including calculating retirement estimates, preparing retirement packages and counseling employees.

  • Provides technical oversight and direction for the administration and processing of Civilian/Military Deposits and/or redeposits, and Continuation of Payments of Civilian/Military Deposits; along with ensuring that all documentation is uploaded to the eOPF

  • Provides technical oversight, direction, and supervision for the timely completion of staffing and position classification actions.

  • Oversees the processing of actions for the employee benefits programs which include Federal Employees Group Life Insurance (FEGLI), Federal Employee’s Health Benefits (FEHB), NASA Employee’s Benefits Association (NEBA), Thrift Savings Plan (TSP), Federal Long-Term Care Insurance Program (FLTCIP), and Flexible Spending Accounts (FSA)

  • Oversees the usage of the Ethics Program Tracking System (EPTS) for the administration and processing of Office of Government Ethics (OGE) Form 450, OGE Form 278, and OGE Form 278-T

  • Oversees the Agency’s new hire in-processing packages and actions.

  • Perform other duties as assigned.

Requirements

  • 12+ years of related experience

  • Expert-level knowledge and experience in human resources practices and principles, specific to Federal Staffing, Classification, Suitability Adjudication, New Hire In-Processing/On-boarding, Benefits Processing, Financial Disclosures, and Retirement Services functions

  • Extensive experience applying expert knowledge of concepts, processes, practices, and procedures Staffing, Classification, Suitability Adjudication, New Hire In-Processing/On-boarding, Benefits Processing, Financial Disclosures, and Retirement actions.

  • Expert skills in using the systems that support Federal Staffing, Classification, Suitability Adjudication, New Hire In-Processing/On-boarding, Benefits Processing, Financial Disclosures, and Retirement functions.

  • Proficient working in a dynamic, collaborative environment that may be remote and onsite depending on Government Customer needs.

  • Ability to work successfully on a team and independently, as well as multitask.

  • Strong written and oral communications skills.

  • Proficient MS Word, Excel, and Outlook skills.

  • Must be in the local commuting area near Stennis, MS

Education:

  • High School Diploma is required.

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
