POSITION PURPOSE
Manages the implementation, operation, and maintenance of telecommunications/network systems across multiple Regional Health Ministries (RHMs). Provides technical leadership of projects; contributes to the design of converged telecommunications and network systems; translates business parameters and objectives into functional and/or technical requirements; provides technical direction to less senior infrastructure staff, contractors, and vendors; configures systems; handles problem resolution; participates in the development of standards, policies and procedures; provides escalation support and subject matter expertise for chronic issues; and ensures adherence to industry best practices and system office standards for both project implementations and ongoing upgrades.
ESSENTIAL FUNCTIONS

Manages projects and provides leadership in the implementation, maintenance and operation of telecommunications/network systems. Implements projects on time and within budget.
Serves as a mentor providing guidance and training to less experienced infrastructure colleagues.
Works independently and proactively to ensure reliability and high availability of telecommunications/network systems.
Serves as a advanced level escalation resource for the identification and resolution of large scale or highly complex issues.
Ensures that industry best practices and home office standards are met when infrastructure systems are implemented, including reviewing the work effort of less senior Infrastructure staff, contractors and vendors.
Provides input based on technical expertise to standards committees, guiding these teams to adopt industry best practices and appropriate standards for the organization.
May provide enterprise-wide technical expertise in one or more technical specialties.
Provides input to management Infrastructure on the capital and operational budgets for growth and life-cycle requirements.
Demonstrates safe work practices and attitudes, follows safety rules, works to prevent unsafe conditions and behaviors, and participates in organizational and departmental safety programs.
Maintains positive and trusting working relationships with customers, management and peers in keeping with a service oriented organization.
Maintains a working knowledge of applicable Federal, State and local laws/regulations; the Trinity Health Integrity and Compliance Program and Code of Conduct; as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior.

MINIMUM QUALIFICATIONS
Bachelor of Science degree in a related field and five (5) to seven (7) years of related experience or equivalent combination of education and experience.
Advanced knowledge or five (5) to seven (7) years in either network infrastructure or telephony infrastructure, with general knowledge in the other.
Strong written and verbal communication skills to effectively interact with end users, technical staff and vendors of differing professional levels and ability to succeed in an environment of competing priorities.
Demonstrated technical leadership of project implementation teams.
Must possess a personal presence that is characterized by a sense of honesty, integrity, and caring with the ability to inspire and motivate others to promote the philosophy, mission, vision, goals, and values of Trinity Health.
PHYSICAL AND MENTAL REQUIREMENTS AND WORKING CONDITIONS
Operates in a typical office environment or in infrastructure equipment rooms such as telecommunications closets, server rooms, data centers, or telephone system centers.
The areas are typically well-lit, temperature-controlled and generally free from hazards. High voltages may be present, and caution is an expected behavior.
Lifting of equipment up to 50 lbs.
Hearing is needed for extensive telephone and in person communications.
The environment in which the incumbent will work requires the ability to concentrate, meet deadlines, work on several projects at the same period and adapt to interruptions.
